Put your dog’s resting spot where afternoon shade falls.

Plan the shade before the turf. NOAA’s 1991–2020 climate normals for the North Myrtle Beach airport put the average daily high at 87.6°F in July and 86.5°F in August. Turf in full sun gets hot, as our turf heat article explains.

In unincorporated Horry County, a dog outside for more than 30 minutes without you or a caretaker there needs shade big enough for its whole body whenever the forecast or actual temperature is 85°F or higher, through all daylight hours. The county’s animal code says a doghouse is inadequate protection from the sun, and trees and shrubbery don’t meet its test for proper shelter.

Across the state line, Brunswick County’s animal code wants shelter with at least three sides, a roof and a floor. It says the space under outside steps, a deck or a stoop isn’t adequate shelter. So even if your dog naps under the deck, plan a real shelter spot too.

At the free visit we note where shade falls through the afternoon and where your dog already likes to lie. The layout keeps that spot shaded and leaves a level place for the shelter.

Tie your dog out? Size the turf to the full reach of the line.

A tethered dog uses every foot of its line, so the turf needs to cover the whole circle or run, with nothing in the way. Most local codes here set a minimum length, and the numbers differ from town to town.

In unincorporated Horry County, the tether must be at least 8 feet long with a swivel at both ends. A trolley or running line must be at least 8 feet long and no more than 7 feet off the ground, and no object may get in the way of the tether. The dog can’t be tied out above 90°F or in thunderstorms, tropical storms or hurricanes. The airport’s normals average about 21 days a year at 90°F or hotter.

In North Myrtle Beach, the tether must be at least 10 feet, or four times your dog’s length from nose to base of tail if that is longer. It can’t let the dog cross your property line. Tying out is off limits from 10 p.m. to 6 a.m., and whenever no one who keeps the dog is on the property.

Myrtle Beach and Conway both count tethering for more than two hours in any 12-hour stretch as mistreatment, and the same goes for tethering with no responsible person present.

In Brunswick County, a tie-out or trolley must give the dog at least 10 feet of travel out from the anchor or cable, and a pulley’s fixed cable must be at least 10 feet long. A dog kept or tied less than 15 feet from a street, road or sidewalk may be deemed a public nuisance if Animal Protective Services judges it a threat to the public.

Tell us at the visit if you use a tie-out. We draw the anchor and its full reach into the layout, keep beds, posts and furniture out of that circle, and set it back from the lot line and the sidewalk.

Give water a way out, and keep waste out of the ditch.

A puddled dog area is a code problem here, not just a mess. Horry County’s and North Myrtle Beach’s animal codes both want drainage that rapidly removes excess water, and a space clean enough that your dog can walk or lie down without touching waste. Horry County also bars letting property become a mosquito breeding place.

Daily pickup matters under local code too. North Myrtle Beach bars leaving pet waste on public or private property where it may cause or contribute to pollution. Conway’s code says animal waste must be disposed of without harm to the environment. Brunswick County wants a shelter and the area around it kept clean at all times.

So we plan a short path from the door for pickup, build the base for your soil so rinse water soaks down, and keep the dog area back from ditches, swales and storm inlets. Our pet turf cleaning guide covers the routine.

On a mapped flood-zone lot, ask about a permit before any digging.

Horry County’s flood chapter covers FEMA special flood hazard areas and the supplemental flood zone, a map drawn to approximate how far flooding reached after Hurricane Florence. Filling, grading and excavation all count as development there, and development needs a permit first. A dog area means digging and grading, so ask the county floodplain administrator whether yours needs one, even at today’s grade.

If you want to raise a soggy run with extra base, ask first whether the county counts that base as fill. Where fill is used for development in either zone, the chapter requires compensatory storage: new floodable space dug out to offset it, backed by engineering analyses.

Plan where your dog goes when the yard floods, too. Myrtle Beach and Conway count failing to give an animal shelter from harsh weather, including floods, tropical storms and hurricanes, as mistreatment. Inside a city or town, ask its own flood office about permits. On any lot, point out ditches, swales and pond edges at the visit, and we keep the run clear of the paths water already takes.

Four or more dogs in Myrtle Beach? Ask animal control before you plan turf.

Myrtle Beach’s animal code counts an owner or keeper of four or more dogs over four months old as a kennel. No one may own or operate a kennel without an inspection by the animal control officer.

A non-commercial kennel must connect to the city sewer. Its floors must be impervious and sealed, sloped at least half an inch per foot to drain there. Each animal needs at least 15 square feet of enclosure.

Pet turf over a draining base sends water down into the ground, not to a sewer. So ask animal control whether that section reaches your dog area, and bring the answer to the free visit.
