On house and duplex lots, a surface counts as impervious unless it drains at least two inches an hour, goes in to spec and passes inspection. Have the maker's infiltration data and base drawing ready.

Since 6 October 2025, North Myrtle Beach treats a surface on a house or duplex lot as impervious unless it passes Sec. 23-129.4. To count as pervious it must let water through into the ground, show an infiltration rate of at least two inches per hour on manufacturer testing or accepted industry standards, go in to the manufacturer's specification, pass inspection and be maintained. Miss any of those and it counts as impervious, "regardless of material type or labeling" (City of North Myrtle Beach code).
The rule never says artificial turf, but it decides how turf is counted. The permit application has to include the manufacturer's specifications and construction details, and the city inspects the base materials (ordinance text, first reading). At the second reading, planning staff told council it only affects a permit once a lot's pervious ratio would be exceeded (council minutes, 6 October 2025).
It covers single-family and duplex lots that don't go through a site-specific development plan. Before you apply, ask whoever installs your turf for the manufacturer's infiltration data and a drawing of the base, since both go in with the application.
Cherry Grove Beach, Ocean Drive Beach and Windy Hill Beach are wards of the city, not separate towns — the code names them as three of the four historic beach communities combined to form North Myrtle Beach, so Sec. 23-129.4 and the stormwater fee above apply there exactly as anywhere else in the city. The only rule that singles any of them out by name is the Activity Center Overlay, which relaxes commercial parking within a third of a mile of Sea Mountain Highway and Spring Street in Cherry Grove, Main Street and Hillside Drive in Ocean Drive, and 37th Avenue South and Seaview Street in Windy Hill — a business-parking allowance, not a yard rule (zoning code, chapter 3). A lot east of Ocean Boulevard in any of the three also falls under the Coastal Protection Overlay's erosion and beach-safety rules, on top of the pervious-surface test, the same as any other oceanfront lot in the city.

Commercial sites
On a house the stormwater fee is flat, so turf won't change it. On a commercial site, ask the city in writing how it counts turf before a daycare yard or hotel lawn goes in.

On a commercial lot, hard surface shows up on the bill.
Commercial, multifamily and institutional sites sit outside that test. They go through the city's site-plan process, which carries its own, more rigorous stormwater requirements (City of North Myrtle Beach).
From 1 July 2026, the city's stormwater fee is $10.00 a month for a house, $7.50 for a condo and $10.00 per ERU for commercial property (City of North Myrtle Beach). An ERU works out to roughly 3,500 square feet of impervious area (city budget sheet). For a house the fee is flat, so turf won't change it. On a commercial site, every ERU the city counts as hard surface is on the monthly bill.
So before a daycare play yard, a hotel lawn or an HOA common area goes in, ask the city in writing how it will count the turf. We install commercial turf for all three.

Does my pool count toward lot coverage in North Myrtle Beach?
The pool basin doesn't. Sec. 23-129.4 leaves swimming pool basins out of the impervious calculation on single-family and duplex lots, but the decks, patios and hardscape around them still count (ordinance text). So the surround is where the choice of surface matters.
Does the city's rule apply in Atlantic Beach?
No. Atlantic Beach is its own town, chartered in 1966, and most of the land around it is part of North Myrtle Beach (Horry County history: Atlantic Beach marker, Wikipedia). It keeps its own code, so ask its Town Hall, at 717 Atlantic Street, what applies before you plan work there.
When did the pervious rule pass?
The Planning Commission recommended it unanimously after a public hearing on 22 July 2025, with no public comment. Council passed first reading on 18 August 2025 and second reading, 6-0, on 6 October 2025 (staff report, council minutes).
Are Cherry Grove Beach, Ocean Drive Beach and Windy Hill Beach separate towns?
No. They're wards inside North Myrtle Beach city limits — three of the four historic beach communities the city was formed from. The same pervious-surface test and stormwater fee that apply anywhere else in the city apply there too; the only rule that names them individually is a business-parking relaxation near each area's old commercial center, not a yard rule (zoning code, chapter 3).
Do beachfront rules apply to a yard in Cherry Grove Beach, Ocean Drive Beach or Windy Hill Beach?
If the lot sits east of Ocean Boulevard in any of the three, the Coastal Protection Overlay's erosion-control and beach-safety rules apply in addition to Sec. 23-129.4 — the same overlay that reaches any other oceanfront lot in the city. It adds requirements on top of the pervious-surface test; it doesn't relax it (zoning code, chapter 3).
