    Highlands Ranch Water, run by Centennial Water and Sanitation District, is in Stage 1 drought as of 3 September 2026, aiming to cut use by 15 to 20% (Highlands Ranch Water). Homes get two watering days, picked by house number: odd on Wednesday and Saturday, even on Thursday and Sunday, apartments on Monday and Friday and businesses on Tuesday and Sunday, with no watering from 10 a.m. to 6 p.m. Hand-watering and drip are allowed any time.

    Fines climb with each violation after a warning: $50, $100, $250, then $500 by the fifth. Water above your account's budget costs more as well; at 101 to 120% of budget, the residential rate goes from $7.66 to $9.58.

  • The HRCA spec

    HRCA caps front-yard turf at 50%, at least two feet from every property line, with at least a 1.5-inch pile. Side and rear yards may be considered at 100%, with written approval first.

    Highlands Ranch homes sit under the Highlands Ranch Community Association, and most exterior improvements need the Architecture Committee's written approval before work starts (HRCA). Turf is reviewed case by case, and the submittal needs a sample of the material and a drainage plan alongside the landscape plan.

    The written spec is short and firm. Synthetic turf must not exceed 50% of the area in the front yard, must stay a minimum of two feet from all property lines, must be a minimum 1.5-inch pile with straw-colored thatch, and must be ASTM certified material. Side and rear yards may be considered at 100% coverage, judged on how they look from neighboring properties, the screening and planting around them, and the landscape plan as a whole (Residential Improvement Guidelines, adopted October 2024 and updated June 2025).

    The committee or staff has 30 days to answer once it holds everything it asked for, so put that in your dates. On a detached lot the association can shape back-yard turf but can't forbid it (SB23-178); the front yard stays its call, inside that 50%.

  • Where the yard ends

    Along a parkway fence, the Metro District controls the 12 inches inside it, and HRCA adds a two-foot setback. Materials come through your side yard or drive, never the open space.

    The Metro District owns more than 42 miles of parkway fence along the arterials, from Wildcat Reserve and Fairview to University and South Broadway, and where that fence runs beside a back yard the District owns or holds easements for the land 12 inches inside the fence line. Its rules stop you setting landscape material against the fence, and it asks for a 12-inch buffer (Highlands Ranch Metro District). Add HRCA's two-foot setback and the turf on those lots stops well short of the fence, with planting or rock filling the gap. Check the District's street list for your road, and we measure the real edge before the layout is drawn.

    The open space behind you is not a way in. HRCA answers that one plainly: the Metro District owns and maintains the majority of open spaces and prohibits using the open space to install any home improvement (HRCA). The District's land use rules also bar storage or staging of equipment or materials, and dumping of sod, soil or landscape materials, on its ground (land use rules). Pallets, base rock and the old lawn all come and go through the side yard or the drive, so show us that route.

    Underneath is Douglas County's swelling clay, which the Colorado Geological Survey flags across the county (Colorado Geological Survey). Have your soils report out at the free visit; base depth, compaction and drainage all follow the ground it describes. The Metro District prohibits erosion caused by drainage from adjacent property. Review the proposed fall and drainage route so the work does not erode District land (Metro District land use rules).

No. Artificial turf replacements are no longer eligible, and every landscape conversion has to be approved by HRCA, or by the Solstice Architectural Control Committee, before it begins (Highlands Ranch Water). The rebate reopens on 1 March 2027 and pays $2.50 a square foot for ColoradoScape and $1.50 for low-water turf grasses such as Dog Tuff and Tahoma 31. Resource Central's lawn program, which Highlands Ranch Water partners with, needs half the new area in waterwise plants and has closed for 2026 (Resource Central).

Can HOAs and schools in Highlands Ranch put in artificial turf?
