    Castle Rock limits lawns on new homes.

    The Town's ColoradoScape ordinance, No. 2022-025, took effect on 1 January 2023 for new homes and commercial properties. For a home permitted and built after that date the rule is no turf in the front yard and no more than 500 square feet in the back yard, with the details in the Town's Landscape and Irrigation Criteria Manual (Town of Castle Rock). Homes built before 2023 are outside the rule.

    The Town's pages do not say whether artificial turf counts toward that 500 square feet, and the answer decides how much of a back yard can be lawn. If your home is newer, ask the Town before the layout is final, and have the answer in writing.

    Nearly every Castle Rock subdivision built since 1990 has an HOA. In Macanta the Town preapproves backyard designs before the first installation; in other neighborhoods, ask your HOA for its preapproved ColoradoScape designs. Colorado law also bars HOA design guidelines from prohibiting nonvegetative turf in the back yard of a detached single-family home (SB23-178).

    Castlewood Ranch is one example of what a subdivision's own rule can add. Its Design Guidelines, adopted 29 April 2000 and last amended 9 February 2021, set a face-weight floor for artificial turf: a minimum of 65 oz. in the front yard and 50 oz. in the back, professionally installed (Castlewood Ranch Design Guidelines). That weight floor sits on top of the Town's rule above, not instead of it: a Castlewood Ranch home permitted after 1 January 2023 still has no turf in front and the 500-square-foot backyard limit, whatever face weight the guidelines allow.

    The Town's rebate pays $3.25 a square foot to replace living lawn, but artificial turf doesn't qualify for any part of it. Turf does take that part of the yard off the watering schedule.

    Castle Rock Water is the Town's own utility, and its ColoradoScape renovation rebate pays $3.25 a square foot to replace living lawn on a home, with a 400 square foot minimum and 1,500 square feet per account, plus $1.00 a square foot for surfaces such as concrete or decking. It states plainly that artificial turf does not qualify for any part of the rebate, for homes or businesses (Castle Rock Water).

    Watering runs on a schedule. Under the Stage 1 drought rules in effect since 1 September, homes water two days a week by the last digit of the address: 0 to 3 on Tuesdays and Fridays, 4 to 6 on Sundays and Wednesdays, 7 to 9 on Mondays and Thursdays, and only before 8 a.m. or after 8 p.m. (Castle Rock Water).

    So the trade here is simple. Turf earns no rebate in Castle Rock, and it takes that part of the yard off the watering schedule for good.

    Castle Rock sits at 6,224 feet on the Front Range's expansive clays, bentonite and montmorillonite, which can swell by up to 20% when wet and push with more than 30,000 pounds per square foot (Colorado Geological Survey). Douglas County also has heaving bedrock, which the survey treats as a separate and more complex hazard (Colorado Geological Survey).
