Plan the edges before you fill the yard.

Choose a lawn, pet area or putting green around the routes and planting that will stay. For a green, identify putting distances and standing space. For pets, leave access for cleanup and discuss the product’s care routine.

Thornton’s published turf rules limit artificial turf in front and unenclosed side yards to 25% of the landscape area. Rear and enclosed side yards have no corresponding area cap, but placement buffers and product requirements still matter. The rules require a Minor Development Permit before installation; obtain the current instructions before ordering materials.

Thornton Water’s published 2026 program offers up to $2 per square foot for qualifying artificial-turf projects, with a $2,000 lifetime maximum per residential lot. Confirm account and project eligibility, including the existing surface being replaced, before including a payment in your budget. The application and permit steps come before installation.

Bring the program conditions and any association response to the estimate. Ask which product documents are available for the selected system and what the rebate application requires, so eligibility and the installation scope are clear before you decide.

Thornton pays up to $2 a square foot toward turf.

Thornton is the exception in the metro: its water utility pays toward artificial turf. The Water-Wise Landscape Rebate covers up to $2 a square foot on qualifying projects of 200 to 1,000 square feet, with a lifetime maximum of $2,000 per residential lot (Thornton Water).

The turf has to replace thirsty lawn, such as Kentucky bluegrass, on an existing lot, or bare ground on a new-construction lot. Turf over an existing patio or side-yard concrete doesn't qualify.

The paperwork comes first. A Minor Development Permit is required before installation, and the product needs documentation that it's PFAS-free; 'PFC-free' isn't enough. Your custom layout is drawn to those rules before you approve it.

No limit out back, 25% out front, and buffers.

The city's code allows artificial turf with no limit in rear yards and enclosed side yards. In front yards and unenclosed side yards it can't exceed 25% of the landscape area, and it needs living plants beside it: one tree equivalent for the first 750 square feet, and half of one for every 250 after that (Thornton Water).

Buffers keep turf off the edges: 3 feet from property lines, 8 feet from the front wall of a building, 3 feet from other walls and hard surfaces outside the rear yard, and 3 feet from a deciduous tree's trunk, with nothing inside an evergreen's dripline. The buffers must be permeable, such as wood mulch or gravel no bigger than 2 inches.

The build is specified too: sod removed, at least 3 inches of compacted aggregate that holds half an inch of rain before it runs off, backing that drains at least 2 inches an hour, seams glued rather than sewn, and a product its maker covers against fading for at least 8 years. Indoor-outdoor carpet isn't allowed.

These are Thornton's citywide rules, and they reach Eastlake too. The old rail hamlet in north-central Thornton, next to Northglenn, was annexed into the city in 1990 (City of Thornton). Today it's zoned Eastlake Residential, a district written to keep the neighborhood's single-family character but built on the same lot rules as anywhere else in the city (City of Thornton). It carries no separate landscape or turf standard, so the 25% front-yard cap, the buffers, the Minor Development Permit and the build spec above apply in Eastlake exactly as they do elsewhere in Thornton.

Two lawn days a week, and fines from $100.

Thornton's Stage 1 drought took effect on 15 March 2026, after the lowest snowpack in 20 years in the Upper South Platte and Clear Creek watersheds (Thornton Water). Lawns are limited to two days a week and face a midday ban from 10 a.m. until 6 p.m., while trees, shrubs, flowers and vegetable gardens can be watered any day.

After a courtesy warning, fines start at $100 for homes, $250 for businesses and $1,000 for construction, and climb from there. Leaks get 10 days to be fixed. A rebated turf lawn comes off that schedule for good.
