    Shaw Heights is an unincorporated community governed by Adams County, even though the Westminster post office, ZIP 80031, serves it (Wikipedia). Westminster's water rate sheets for 2025 and 2026 draw the same line, pricing In City at 1.0, Shaw Heights at 1.10 and Out of City at 1.25 (City of Westminster).

    That matters when you read about turf in Westminster. The city's landscape regulations, adopted by its City Council, generally prohibit artificial turf except in detached and duplex yards away from streets, parks and open space (City of Westminster).     Section 4-19-04-01 of the county's Development Standards and Regulations is direct: "No artificial trees, plants, or turf shall be used as a landscape material." An applicant who wants turf must still meet the plant minimums and ask the Director of Community and Economic Development to accept an alternative turf design with drainage specifications (Adams County DSR, Chapter 4).

    Section 4-19-02 sets the reach of that rule: new development that had not applied for a building permit before the section took effect, and existing development that needs a change in use permit. The county says a change in use happens when "the essential character or nature of the activity conducted on a lot changes." A house that stays a house, with turf where the bluegrass was, doesn't obviously fit either.

    That reading is not official. The county calls the Planner of the Day's advice general information; formal guidance takes a completed application, such as a zoning verification request through its ePermit Center (Adams County). Ask whether a re-landscape on an existing lot needs county review, front yard included, and bring the reply to the free visit so the layout fits it.

    The draft code, starting 1 January 2027 if adopted, keeps the turf rule and adds a functional-use test. It doesn't name single-family yards; check the latest draft before relying on it.

    Adams County is replacing these regulations. Its project page sets the Planning Commission hearing for 22 October 2026 and the Board of County Commissioners hearing for 17 November 2026, with the new rules starting 1 January 2027 if adopted. Written comments on case PRC2026-00016 close on 2 October 2026 (Adams County).

    The latest draft still bars artificial turf as a landscape material, and adds that an applicant must "demonstrate a functional use for the artificial turf." It says the landscaping division "generally applies to new construction" (Adams County draft, Chapter 4). Its outright ban on nonfunctional artificial turf covers new development and redevelopment on commercial, institutional and industrial property, common interest community property and rights-of-way, adding multifamily property of more than twelve units from 1 January 2028.   • Water

    Shaw Heights pays more than city customers for water, and summer watering lands on those tiers alone. Turf takes the grass off them, though it still needs brushing and an occasional rinse.

    Deeper down the clay reaches about 40%, and on a 3 to 5 percent fall it can wet and move unevenly. We measure the fall and build a compacted base to hold the low side.
