The short answer
Turf changes what the irrigation system waters. It doesn’t change what your utility calls that connection.
To a water utility, an irrigation line tied to the public supply is a cross-connection — a point where treated drinking water could flow backward and pick up contaminants from soil, fertilizer or standing water in the yard. The backflow preventer exists to stop that, and utilities keep requiring it, and testing it, for as long as the connection exists. Converting most of your lawn to turf doesn’t disconnect the line. Capping zones or removing the meter is a separate step, and it’s your utility’s call, not your installer’s.

Why the irrigation connection outlives the lawn
A backflow preventer protects the public water supply at the point where your private irrigation system connects to it. That protection is about the connection itself — the pipe, the meter, the assembly — not about how much lawn is on the other end of it.
Denver Water requires irrigation backflow prevention assemblies “to be tested by a certified backflow assembly tester as the water is turned on to ensure proper backflow prevention is in place to protect our drinking water during the irrigation season.” That season runs May to September. Denver Water also sends a testing reminder 30 days before the annual test is due — which means if you keep the connection, you should expect the reminder to keep coming, even in a year when the system waters only a planting bed.
Nothing on that page ties the requirement to acreage, zone count or gallons used. It’s tied to having an active assembly on an active connection.
The irrigation meter is its own thing
In Brunswick County, North Carolina, the irrigation meter and the backflow assembly are a pair required by state law: “State law requires that all irrigation systems connected to a public water system have a separate irrigation meter with a backflow prevention assembly installed.” That’s a separate meter from your household meter, sized and billed for irrigation use, with the backflow assembly protecting the connection at that meter.
Brunswick County also sets a testing schedule: residential irrigation systems are tested every three years, as of September 2024. Commercial irrigation systems are tested annually, and when a county technician performs a residential test, a testing fee is billed to the account.
None of that answers what happens if you reduce the system to a few drip zones, or want it gone. That’s a question for the county, and the answer likely depends on whether you keep any connection to the irrigation meter at all.
What “mostly turf, some beds or trees left” actually means to a utility
A yard converting most of the lawn to turf often keeps a planting bed, foundation shrubs or trees on drip irrigation. Some projects leave nothing on the system at all, which raises the question of whether the connection can go away entirely.
Either way, the utility doesn’t see square footage. It sees a connection:
- A reduced system is still a system. If any drip line, valve or sprinkler head is still fed by the irrigation connection, the backflow assembly is almost certainly still doing its job and still needs to meet the testing schedule.
- A fully capped system is a different question. If every zone is capped and nothing draws from the irrigation line, ask your utility directly whether the meter can be removed, the service can be disconnected, or the assembly still has to stay in place and pass its test regardless.
- Neither Denver Water’s nor Brunswick County’s page published here addresses removal. Their pages describe testing an active assembly. They don’t set out a process for taking a connection out of service, so don’t assume either direction — confirm it.
Questions to bring to your utility before you cap zones or drop a meter
Call your water utility’s cross-connection control or backflow prevention program before you decide what to do with the irrigation line. Useful questions:
- If I cap most zones and keep a few for beds or trees, does the backflow assembly still need its regular test?
- If I cap every zone, can the irrigation meter be removed or the service disconnected — and what’s the process?
- Is there a fee to disconnect, or a fee that continues if the connection and assembly stay in place?
- Who is allowed to test the assembly, and does that change if the system now covers a smaller area?
- Will I keep getting testing reminders on the same schedule after the turf work is done?
- Does anything about the permit or inspection process change if the irrigation system is reduced rather than fully removed?
