The short answer

Can artificial turf go in a backyard swale or retention area?

On most Florida home lots, not in a swale. For single-family lots of an acre or less, the state standard in force since 19 May 2026 says turf must not go in a swale, ditch or stormwater pond, or alter a permitted stormwater system. Atlantic Beach allows turf in a private retention or drainage area only if storage and flow stay intact, and may ask for engineering documentation. Ask your city before planning that ground.

Florida’s standard keeps turf out of swales

If your home is on a single-family lot of an acre or less, start with the state. Since 19 May 2026, Rule 62-308.100 has set the minimum standards for turf on those lots. Two lines in its stormwater section decide this question:

  • The installation must not alter the permitted stormwater management system as designed.
  • Turf “shall not be installed within a swale, ditch, stormwater pond,” or a pond’s littoral zone.

The same section asks that turf not increase the volume, direction or rate of runoff to neighboring lots. Where possible, runoff goes to pervious ground on your own lot.

These lines matter for a second reason. Florida law stops cities and counties from banning turf that complies with the state standards, as Florida DEP’s FAQ explains. The swale line is one of those standards.

DEP itself doesn’t permit, inspect or enforce turf jobs. Its FAQ sends questions about local permits and rules to your city or county.

Atlantic Beach sets out retention-area conditions

The City of Atlantic Beach’s turf guidelines, as posted when we checked them on 12 September 2026, speak to this directly. Turf may go in a privately owned stormwater retention or drainage area, but only if it doesn’t cut the system’s designed storage or function. The conditions, in short:

  • Storage. The basin keeps its required stormwater volume.
  • Base and grading. Stone, grading or fill must keep the basin’s original design capacity.
  • Permeability. Turf and base stay fully permeable so water can soak in.
  • Flow. No change to existing drainage patterns, and no ponding.
  • Clearance. Nothing blocks drainage structures, overflow paths or maintenance access.
  • Proof. The city may require engineering documentation showing capacity and drainage still work.

The two documents use different words. The city’s speaks of private retention and drainage areas. The state’s names swales, ditches and stormwater ponds. How they apply to the low ground behind your house is the city’s call, so ask its planning staff and get the answer in writing.

Is that low spot a designed drainage feature?

Often you can’t tell by looking. A St. Johns River Water Management District guide warns that what looks like a natural dip in a back yard may have been designed as a stormwater swale. It describes the common types:

  • Retention basin. Built to hold runoff for about 72 hours while it seeps into the ground. Grass holds the slopes and filters sediment.
  • Swale. Shaped to soak water into the ground or carry it on to other waterways. Wet during and just after a storm, generally dry otherwise.
  • Wet pond. Keeps a permanent pool, with an outflow structure that lets water out slowly after a storm.

Florida’s statutes define a swale as a manmade trench that holds standing or flowing water only after rain. It is planted with, or has, stabilized vegetation suited to holding soil, treating stormwater and taking up nutrients (Fla. Stat. 403.803). The turf rule doesn’t cite that definition. It still shows what a swale is for: vegetated ground that cleans water on its way through.

Check the paperwork too. The district’s guide says the permit, and the duty to maintain the system, typically pass from the developer to the homeowners association, along with the plans. It also advises checking your neighborhood’s permit before any construction.

How a turf base can shrink a basin

A retention area does two jobs. It holds a set volume of water, and it lets that water soak into the soil. A turf build can cut into both.

Volume. Base stone and grading take up room the water was meant to fill. The district’s guide says these systems are built to a set size, and that filling ponds, swales or retention systems can cause flooding. That’s why Atlantic Beach ties base, grading and fill to the basin’s original design capacity.

Soaking in. Turf is usually laid on firmed-up soil. UF/IFAS Extension describes installs that strip 2 to 3 inches of topsoil and heavily compact what’s left, which slows infiltration and raises the risk of runoff. It cites research finding more runoff and less water held on synthetic lawns than on living ones. In a basin built to drain down through its floor, that is the part that counts.

Both written standards push against it. The state rule says the soil under the base must not be compacted so much that percolation suffers. Atlantic Beach wants the base only lightly compacted, and bars compaction that restricts air or water moving through it.

Pond edges. If your yard backs onto a wet pond, the state rule adds a setback. Where no local buffer has been set, turf stays at least 10 feet from a natural or man-made waterbody, measured from the ordinary or mean high water line. A seawall or bulkhead in between is the exception.

What a city may ask you to show

Atlantic Beach lists what it wants for any turf job:

  • Manufacturer product specifications
  • Permeability testing documentation, with the turf system rated at 100 inches an hour or more
  • Installation details or cross-section drawings
  • A site plan showing the turf against trees and property lines

The city inspects the stone base before turf goes down, and the base stays exposed until it’s approved. In a retention or drainage area, engineering documentation may join that list. The guidelines don’t say what it must contain, so ask the city before anyone draws a plan.

Planning the yard around it

In many yards the simple layout leaves the swale or retention area as it is and puts the turf on the ground around it. A vegetated swale left in place is also pervious ground, which is where the state rule wants runoff to go where possible.

Before you put turf near a swale or basin

  1. Find out what the low ground is. Ask your HOA for the stormwater permit and plans, or call the water management district’s permitting staff.
  2. Measure to any pond. Note the water line and any seawall or bulkhead.
  3. Ask your city in writing whether turf may go in that area, and what documents it wants.
  4. If the answer is yes, get the conditions on storage, overflow paths and maintenance access.
  5. Ask how the base will be built without raising the basin floor or packing down the soil.
  6. Keep the approval with the layout before any material is ordered.

Common questions

Does the state turf rule cover a condo or duplex?

No. Florida DEP says Rule 62-308.100 applies only to single-family residential properties of 1 acre or less, not to condominiums, duplexes, parks, athletic fields or commercial property. For those, ask the city or county, and check the permit for the neighborhood's stormwater system before any work starts.

How close can turf go to a retention pond?

Where no local buffer zone has been set, Rule 62-308.100 keeps turf at least 10 feet from a natural or man-made waterbody, measured from the ordinary or mean high water line. The exception is a physical barrier such as a seawall or bulkhead. Turf also can't go in a stormwater pond or its littoral zone.

What engineering documentation does Atlantic Beach want?

The city's guidelines say it may require engineering documentation showing that stormwater capacity and drainage performance are maintained in a retention or drainage area. They don't say what that document must contain. Ask the city what it needs for your lot before a layout is drawn.

If the turf drains fast, why can't it go in a swale?

Because a swale or basin works through its shape and the soil under it, not only its surface. Base stone and grading can take up room the water was meant to fill, and UF/IFAS Extension notes that turf installs often compact the soil, which slows infiltration and raises the risk of runoff. Florida's statutes also define a swale as vegetated ground built to help treat stormwater.
