Baldwin sits in pine flatwoods and hardwood uplands on Leon-type fine sands. The USDA classes Leon as poorly to very poorly drained, with a hardpan within 30 inches and the water table 6 to 18 inches down for months of the year (USDA).

So big, flat lots hold water through the wet season and turn to loose, dry sand in spring. Dog yards and the ground around sheds and equipment churn to mud, and that, more than looks, is the problem turf solves here.

Baldwin posts the water management district's schedule on its own site. As posted in April 2026, odd-numbered homes water on Saturday, even on Sunday and non-residential on Tuesday, with no watering between 10 a.m. and 4 p.m. (Town of Baldwin).

The district's Phase III order, in force across Duval County since 11 May 2026, is stricter: it limits lawns to one day a week and bars watering after 8 a.m. and before 6 p.m. (St. Johns River Water Management District). Until Town Hall confirms which window it enforces, water outside the wider one.

Beyond town limits, most places run on a private well and septic, with no water bill to cut. The reason for turf out there is the mud and the mowing, and no one offers a rebate for it.
