    Nassau County's William Burgess District takes in 5,400 acres: all the land east of I-95, west of US 17, south of SR 200 and north of the Nassau River (Nassau County). If your Yulee address falls inside those lines, the district's Context and Connectivity Blueprint is part of your rulebook. Outside them, the county's Land Development Code applies without it.

    To check, open the Nassau County Property Appraiser's map and turn on Map Layers, then Planning and Growth Management, then William Burgess District Transect. The county adopted the Blueprint on 8 July 2019 through Ordinances 2019-19 and 2019-20. Read the current version, dated 28 July 2025.

    Yulee Heights is a named community inside Yulee, south-southeast of the center. It has no zoning or code of its own, so the same map check applies: a parcel inside the William Burgess District lines follows the Blueprint above, and a parcel outside them follows the county Land Development Code.

    A house built or replaced on a parcel that existed as of 8 July 2019 skips the design standards, unless the lot's been rezoned to a transect zone. Bring that history to the free visit.

    The Blueprint covers all new development and redevelopment in the district, on private and public land, unless something is expressly exempted. The exemption most homeowners need: building or replacing a single-family dwelling on an individual parcel that existed as of 8 July 2019 is not subject to its design standards. It stops applying once a parcel has been rezoned and moved to a transect zone on the land use map (Blueprint, applicability).

    Two kinds of land keep their own paperwork. A Planned Unit Development whose development order the county commission signed before 8 July 2019 follows that order. Land in the East Nassau Community Planning Area follows the ENCPA approvals, including Article 27 of the county code. Where those documents are silent, the Blueprint fills the gap.

    Bring the parcel's creation date, its zoning and any PUD or ENCPA status to the free visit. We plan the lawn, dog run or [putting green](https://www.timelessgrass.com/services/putting-greens/) around them, and you approve the layout before work starts.

-   ### Groundcover and the site plan

    Where the district applies, unpaved developed ground needs turfgrass, approved groundcover or mulch, and county code says synthetic groundcovers aren't acceptable substitutes. Ask Planning in writing whether turf counts or must sit outside that area.

    Where the Blueprint applies, every site has to meet the landscaping minimums in Section 37.05 of the county code, and disturbed ground can't be left bare. Turfgrass, other approved groundcover or mulch has to cover every developed area that isn't paved or built on (Blueprint, landscaping).

    Section 37.05 itself says synthetic groundcovers are not acceptable substitutes, and it sets out separately what an individual one- or two-family home has to meet (Nassau County code, Sec. 37.05). The Blueprint doesn't mention artificial turf at all.

    That leaves one question to settle in writing before the layout is final. Ask the Nassau County Planning Department, 904-530-6320, whether synthetic turf can count as approved groundcover on a William Burgess District site plan, or whether it has to sit outside the required landscaped area. -   ### Dog runs and fences

    In the district, front fences stop at 4 feet, at least half see-through, and side and rear fences at 6 feet. Ask Planning if that covers existing homes, or put the dog run out back.

    Keep the dog run behind the house, where a fence can stand taller.

    Most pet areas need a fence, and the Blueprint is strict about fences out front. A front-yard fence can't be more than 4 feet high, has to be at least 50% see-through, and can't be chain link. Side and rear fences can reach 6 feet (Blueprint, fences).

    Those limits sit among the site plan standards for new development and redevelopment, so ask Planning whether they reach a fence added at an existing home. -   ### Water and ponds

    Watering is limited to one day a week under the current order. If your yard backs a stormwater pond, stop the turf at your property line and leave the pond's planted edge alone.

    As of 12 September 2026, the St. Johns River Water Management District lists Nassau County under Phase III water shortage order 2026-017. Landscape irrigation is limited to one day a week and never between 8 a.m. and 6 p.m.: Saturday for odd-numbered addresses, Sunday for even. Private wells and pumps are covered too, and new sod gets only a grow-in allowance that tapers off (SJRWMD watering restrictions).

    If your yard backs onto a stormwater pond, stop the turf at your line. The Blueprint wants retention ponds planted as landscape features, ties each facility to a recorded maintenance agreement, and says native perennial planting should replace turf grass where possible (Blueprint, stormwater). We check how the lot falls on the free visit and build the base to drain.

### I live in Wildlight. Which rules apply?

The Blueprint says the Wildlight area is largely regulated by the ENCPA's Employment Center plan and the Market Street plan, and it steps in only where the ENCPA approvals are silent. Land outside the ENCPA but inside the Wildlight Village Center is expected to match the village center's design (Blueprint). ### Can the turf run all the way to the street?

Stop it at the planting strip. In the district, the pervious strip that Section 37.05 requires sits inside the right-of-way as the furnishing zone. Its plantings go in when the lot beside it is developed, follow the Blueprint's street sections, and are kept up by that adjacent owner (Blueprint). Ask Planning before you change anything in that strip.

### What changes for a commercial site in the district?

The site plan leads. Site plan standards apply to all new development and redevelopment in the district, and landscaping in Class II-IV development needs permanent irrigation. A request to vary the design standards goes through the Department of Planning and Economic Opportunity to the Conditional Use and Variance Board, and financial hardship is not a ground for one (Blueprint).
