    Vilano Beach is unincorporated St. Johns County. For a hotel, condo or restaurant courtyard, establish the authorized representative and any required planting that must remain; an activity surface should not simply replace planting required by the approved plan.

    Vilano Beach sits on the southern tip of San Pablo Island, just north of the St. Augustine Inlet, with the Atlantic on one side and the Tolomato and Matanzas rivers on the other, about 1.8 square miles in all ([Wikipedia](https://en.wikipedia.org/wiki/Vilano_Beach,_Florida)). The ground is shelly dune sand rich in coquina, with almost no topsoil and a shallow, salty water table.

    Water runs straight through that sand, so a lawn needs constant irrigation just to survive, and fertilizer washes out within days. Salt spray and the onshore wind burn St. Augustine grass, and there's no oak canopy to shelter it. Turf needs none of that water, and its base drains straight down, the way the island already does.

    Much of Vilano lies in a FEMA flood zone, and newer homes stand on pilings, so a lot of outdoor space is a deck, a terrace or the ground under the house. Blowing sand finds every yard near the dune; when we finish, we walk you through the care the turf needs, sand included.

    County code has no turf provision, so for a home the limits that matter are the 70% impervious ratio and setbacks. Condos and townhomes in the town center add an association's approval.

    Vilano Beach has no city government, so St. Johns County's Land Development Code applies, and it has no provision on artificial turf. For a home, the limits that matter are the 70% impervious surface ratio and the district setbacks ([LDC Article VI](https://www.sjcfl.us/wp-content/uploads/2024/01/article-vi.pdf)). In the town center, condos and townhomes add an association's approval.

    On the ocean side, the state's Coastal Construction Control Line decides more. Florida DEP regulates structures and activities seaward of that line that could erode the beach, destabilize the dune, damage upland property or block public access, and its permits protect sea turtles and dune plants too ([Florida DEP](https://floridadep.gov/rcp/coastal-construction-control-line)). DEP publishes no plain answer for landscaping, so check your lot with DEP before you plan anything near the dune, and check your flood zone at the same time.

    One county rule makes the case for turf on its own: fertilizer is capped at 5 pounds of nitrogen per 1,000 square feet a year, and none may go down under a storm watch or warning ([St. Johns County](https://www.sjcfl.us/protect-our-water/)). Turf needs none.

    Phase III allows one watering day a week and prohibits new sod. That schedule assumes someone is home to catch a broken sprinkler; turf needs no controller and looks the same when you return.

    Vilano is on JEA's coastal grid, which carries water from Ponte Vedra south to Vilano Beach along A1A, rather than on the county's inland system ([JEA](https://www.jea.com/about/water_supply/water_facilities/)).

    Under the Phase III water shortage order, declared on 11 May 2026 and still in force in September 2026, you get one irrigation day a week: Saturday for odd or unnumbered addresses, Sunday for even, nothing from 8 a.m. to 6 p.m. New sod and new plantings are prohibited, and so is water used just for looks ([St. Johns County](https://www.sjcfl.us/phase-iii-extreme-water-shortage-declaration-may-2026/)).

    A one-day schedule assumes someone is home to notice a broken sprinkler head or a controller that reset itself. If the house sits empty for months, nobody is. Turf needs no controller, and it looks the same in November as it did when you left in April.

### Is Vilano Beach part of the City of St. Augustine?

### Is Vilano Beach on reclaimed water?

No. St. Johns County's reclaimed water reaches only Twin Creeks and SilverLeaf, not the island ([St. Johns County](https://www.sjcfl.us/reclaimed-water/)). Reclaimed water is exempt from the one-day rule, so Vilano gets no break there.
