## What does an artificial lawn in northeast Florida have to meet?

Florida's synthetic turf standard, on a single-family lot of an acre or less. That means natural infill, permeable turf over a washed stone base, no in-ground sprinklers on it, and every edge and seam anchored against wind or flooding.

-   ### The state standard

    On a single-family lot of an acre or less, compliant turf can't be banned by your city or county. Ask for product specs showing no heavy metals or added PFAS, and natural or coated-sand infill.

    Since 19 May 2026, a Florida city or county can’t prohibit synthetic turf on single-family property when the turf complies with the state’s standard, and can’t regulate turf in a way that’s inconsistent with it ([section 125.572](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&Search_String=&URL=0100-0199%2F0125%2FSections%2F0125.572.html)). That standard is [Rule 62-308.100](https://flrules.org/gateway/readFile.asp?sid=0&tid=30839130&type=1&file=62-308.100.doc), and it covers single-family lots of one acre or less. Turf that meets it on a qualifying lot is protected from a local ban. That protection runs against local government only. Your HOA, and a CDD enforcing deed restrictions, are separate questions.

    The rule starts with materials. Turf, backing and infill can’t contain heavy metals or intentionally added PFAS, and all of it must be disposable at a permitted Florida landfill. Infill is limited to clean silica sand, rock, shell or other natural material, or coated silica sand with a non-toxic coating that meets the same limits. Rubber and other synthetic infill are allowed only under playground equipment, and the installation has to keep infill from washing off the property. When you compare turf options at the free visit, ask for the product specifications behind those lines.

    The state doesn’t check the work. The [DEP synthetic turf FAQ](https://floridadep.gov/sites/default/files/SyntheticTurfFAQ%20final.pdf) says the department issues no permit and runs no inspection or enforcement program, and it sends local permitting questions to your city or county.

-   ### Sprinklers and the shortage

    In-ground sprinklers can't water turf, and your city or county may require those heads removed. The shortage order holds irrigation to one day a week, reclaimed water aside; an artificial lawn needs none to establish.

    If your lawn has in-ground sprinklers, settle what happens to them before the turf goes down. The rule says in-ground irrigation can’t be used to water turf, and a local government may require the heads removed and the pipe capped. Ask your city or county whether it does, and plan which zones still water the beds you keep.

    Water is short this year. The St. Johns River Water Management District declared a Phase III extreme water shortage in a signed order rendered on 11 May 2026, and announced it on 13 May. The order is numbered F.O.R. No. 2026-0005; the district’s watering restrictions page lists it as 2026-017. It covers all of Clay, Duval, Nassau and St. Johns counties, among other areas, and the district’s 3 September 2026 update said the declaration remains in effect. Landscape irrigation is limited to one day a week and never between 8 a.m. and 6 p.m. [St. Johns County](https://www.sjcfl.us/phase-iii-extreme-water-shortage-declaration-may-2026/) notes the limits reach private wells and pumps as well as utility water.

    Reclaimed water is the exception. The order doesn’t apply to users whose sole source of water is reclaimed water, and St. Johns County says reclaimed water isn’t on the one-day schedule. If your sprinklers run on reclaimed water, ask your utility what schedule it keeps.

    Re-sodding runs into the same order. New sod can be watered on any day for its first 15 days, up to three days a week for the next 30, and two days a week for the final 15. An artificial lawn needs no irrigation to establish. The order doesn’t mention rinsing turf, so if you plan to hose yours down, ask the district how the order applies. Check the district’s page for the current rules before you plan either.

-   ### Drainage and local rules

    The lawn must drain without pooling or added runoff next door. Atlantic Beach's 100-inch minimum may not fit the state's 10-inch cap on local rules, so ask the city in writing which applies.

    Drainage is where the rule gets specific. Turf must be permeable, on permeable backing, over a pervious base graded for positive drainage. Base stone must be washed so fines don’t bind, and the soil under it can’t be compacted to the point that it harms percolation. The finished lawn can’t cause pooling or send more runoff onto the neighbors, and where possible the water should go to pervious ground on your own lot.

    One city nearby sets its own numbers. [Atlantic Beach](https://www.timelessgrass.com/northeast-florida/atlantic-beach-fl/) publishes turf installation guidelines, with no date on them, that ask for turf with a permeability of at least 100 inches per hour, a stone base at least 4 inches deep, and a city inspection of that base before turf covers it.

    The state rule points the other way. It says a local government may set a permeability standard of a maximum of 10 inches per hour for all layers, and that local governments may not regulate turf inconsistently with the rule. That reads as a limit on what a city can demand, so a 100-inch minimum may not fit the state standard on a single-family lot of an acre or less. Ask the city in writing which standard it applies to your lot before materials are ordered.

-   ### Where turf can’t go

    Keep turf out of swales, ditches and stormwater ponds, and at least 10 feet from water where no local buffer applies, unless a seawall sits between. Inside a drip line, you need an arborist's sign-off.

    If your yard drains to a swale or backs onto a retention pond, mark it on the plan. The rule keeps turf out of any swale, ditch, stormwater pond or pond littoral zone, and the installation can’t alter a permitted stormwater system. Where no local buffer has been set, turf stays at least 10 feet from a natural or man-made waterbody, measured from the ordinary or mean high water line, unless a barrier such as a seawall or bulkhead sits between them.

    Trees change the outline too. Turf can’t go inside a tree’s drip line, on your lot or the one next door, unless the tree is a noxious weed under state law or a certified arborist certifies the work won’t harm it.     Two more lines apply on some lots. On a septic system, the turf must leave access to the tank for routine pumpout. Near the beach, it goes landward of any dune system and can’t replace dune vegetation.

-   ### Associations and storms

    Your HOA can't restrict turf out of view from the street, neighbors, common areas or a community golf course, so plan on review for a front lawn. Ask if your CDD's restrictions reach turf.

    Clear your HOA or CDD, then ask about the edges.

    The state standard binds cities and counties, not your association. DEP says the rule doesn’t address HOA requirements or deed restrictions. Florida’s HOA law, [section 720.3045](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&Search_String=&URL=0700-0799/0720/Sections/0720.3045.html), stops an association restricting artificial turf that isn’t visible from the parcel’s frontage, an adjacent parcel, an adjacent common area or a community golf course, unless general law or a local ordinance prohibits it.     Community development districts are a separate case. Chapter 2026-164, effective 1 July 2026, says the limits on local turf rules in section 125.572 don’t apply to a CDD rule or policy that enforces deed restrictions ([Senate bill analysis](https://www.flsenate.gov/Session/Bill/2026/1180/Analyses/2026s01180.fp.PDF)). Some communities here have a district, such as Fleming Island Plantation CDD on [Fleming Island](https://www.timelessgrass.com/northeast-florida/fleming-island-fl/). If yours does, ask the district office whether it enforces restrictions that reach turf.

    Then think about storms. The rule requires turf installed to the manufacturer’s specifications and anchored at all edges and seams so that, at a minimum, it withstands the effects of wind or flooding. FAQ

## Questions about artificial lawns in Northeast Florida.

### Do I need a state permit for an artificial lawn?

No. DEP says it doesn’t issue permits or require authorization for synthetic turf. Your city or county may still review the work, so ask its building or zoning office before work starts.

### Do I have to remove an older artificial lawn because of the new rule?

No. DEP’s FAQ says the rule doesn’t require homeowners to remove existing synthetic turf. If you’re replacing a worn lawn anyway, the new one needs to meet the current standard to be protected from a local ban on a qualifying lot.

### What should I have ready for the free visit?

A survey or plot plan, your HOA or CDD architectural guidelines, the sprinkler zone layout if you have one, and the septic tank location on a septic lot. Photos of where water stands after heavy rain help us plan the base and drainage.
