    Queen's Harbour writes its turf rule into the sod policy, [QHRRP 5000-375](https://qhrrp.com/sorm/5000-arb/5000-300-landscaping-new-construction-and-major-renovation/5000-375-sod/), revised 14 October 2024. It permits artificial turf in the rear of the property and says nothing about the front, so plan the front yard in sod and beds.

    On an interior lot, the back yard is your turf area. On a lagoon or retention-pond lot, the policy wants sod or an approved Florida-Friendly ground cover down to the water's edge. Next to a conservation easement, sod can't go past the jurisdictional wetland line shown on your site survey. On the course, sod runs to the golf cart path or the sidewalk's edge.

    On those three lots, the back of the property is also the edge the policy keeps in sod, and how far turf may run toward it isn't written down. Ask the ARB Coordinator before the layout is final, and before you place a [putting green](https://www.timelessgrass.com/northeast-florida/putting-greens/) out back.

-   ### Views from the course

    State law only protects turf hidden from the frontage, neighbors, common areas and a community golf course, so a fairway view falls outside it. On those lots, the association's own policy decides.

    State law protects fewer back yards than the policy's note suggests.

    The note under 5000-375 sums up the statute as covering items you can't see from the frontage or a neighboring parcel. [Fla. Stat. 720.3045](https://www.flsenate.gov/Laws/Statutes/2025/720.3045) also names an adjacent common area and a community golf course. If turf can be seen from either, the statute doesn't stop an association restricting it.

-   ### Lagoon and pond lots

    Turf can't go in the permanent rear swale on lagoon and pond lots, or within 10 feet of water without a seawall or bulkhead. Ask the ARB if its sod line counts as the buffer.

    The community has water on three sides, the St. Johns River, Greenfield Creek and the Intracoastal Waterway, and a spring-fed, non-tidal lagoon inside ([Queen's Harbour POA](https://www.qhycc.com/home/)). [QHRRP 5000-131](https://qhrrp.com/sorm/5000-arb/5000-100-new-construction-and-property-improvement-guidelines/5000-131-drainage-and-lot-grading/), revised 18 March 2026, requires a permanent swale across the rear of every lot next to the lagoon or a retention pond, to keep runoff out of the water.

    Florida's synthetic turf rule, [Rule 62-308.100](https://flrules.org/gateway/readFile.asp?sid=0&tid=30839130&type=1&file=62-308.100.doc), in force since 19 May 2026 for single-family lots of an acre or less, keeps turf out of any swale, ditch, stormwater pond or littoral zone. So the swale is a boundary. Where no buffer has been set, the rule also holds turf 10 feet back from a waterbody unless a seawall or bulkhead sits between. Ask the ARB whether its sod-to-the-water rule counts as that buffer.

    The approved drainage plan for Queen's Harbour is kept at the POA Office, and no lot may send its water next door. We build the base for your soil so rain drains the way that plan intends.

-   ### Marsh edges, oaks and sprinklers

    Conservation easements can't be dug or filled, so no turf goes there. The association requires irrigation on all planted areas and the state bars it under turf, so ask the ARB about that zone.

    Some ground can't be dug, and one rule pulls against the state's.

    Conservation easements answer to the St. Johns River Water Management District as well as the association. Under [QHRRP 5000-305](https://qhrrp.com/sorm/5000-arb/5000-300-landscaping-new-construction-and-major-renovation/5000-305-conservation-easements/), easement land can't be filled or excavated, and no surface material may come off it. A turf base means digging out and filling in, so the easement stays outside the layout. Natural areas just landward of the wetland line take no added soil or fill either ([QHRRP 5000-355](https://qhrrp.com/sorm/5000-arb/5000-300-landscaping-new-construction-and-major-renovation/5000-355-natural-areas/)).

    Among the community's oaks and palms, the state rule keeps turf outside any drip line, on your lot or the next, unless a certified arborist certifies the work won't harm the tree. Mark each canopy on the plan.

    Irrigation is the snag. [QHRRP 5000-310](https://qhrrp.com/sorm/5000-arb/5000-300-landscaping-new-construction-and-major-renovation/5000-310-irrigation/) requires fully automatic irrigation covering 100 percent of a lot's planted areas and beds, while the state rule bars in-ground irrigation on synthetic turf. Ask the ARB Coordinator how to show the zone under the turf.

-   ### Applying to the ARB

    Get your ARB application in by 1:00pm on the first or third Tuesday for the next meeting. The free visit gives you the measurements, and you approve the layout before we start.

    ARB approval is required before any modification to existing property ([ARB Guidelines and Forms](https://www.qhycc.com/arb-guidelines-and-forms/)). Deadlines are 1:00pm on the 1st and 3rd Tuesday, for meetings on the 2nd and 4th Wednesday. November and December keep only the 1st Tuesday and 2nd Wednesday. When we checked on 12 September 2026, [QHRRP 5000-001](https://qhrrp.com/sorm/5000-arb/5000-001-architectural-review-board-arb-guidelines/) listed a 4:00pm meeting and the forms page 3:30pm, so confirm the time.

    Use the [Architectural Review Application](https://qhrrp.com/wp-content/uploads/2024/09/5000-1_arb_application.pdf), one project per form. Changing less than 25 percent of your existing landscaping is a minor renovation: [QHRRP 5000-400](https://qhrrp.com/sorm/5000-arb/5000-400-landscaping-minor-renovation/) asks for the application, the fee checks and a scaled drawing on your land survey. At 25 percent or more it's a major renovation under [QHRRP 5000-300](https://qhrrp.com/sorm/5000-arb/5000-300-landscaping-new-construction-and-major-renovation/), and the plan must show your drainage pattern ([QHRRP 5000-320](https://qhrrp.com/sorm/5000-arb/5000-300-landscaping-new-construction-and-major-renovation/5000-320-landscape-drainage/)). Ask which one applies.

    The ARB approves, tables or denies ([QHRRP 5000-007](https://qhrrp.com/sorm/5000-arb/5000-001-architectural-review-board-arb-guidelines/5000-007-arb-application-determination-appeal/)). Papers missing from an approval must follow within 14 days, and a tabled application's by the next meeting. ### Can I take out a tree to make room for turf?

Only with ARB approval if it's a Protected Tree, meaning over 6 inches in diameter at 4.5 feet above natural grade. The association's arborist reviews the request, and removal may require mitigation. Send QHFORM 5000/5 with a drawing of the trees' locations and a photo of each ([QHRRP 5000-405](https://qhrrp.com/sorm/5000-arb/5000-400-landscaping-minor-renovation/5000-405-protected-trees/)).

### What happens once the turf is in?

Email the ARB Coordinator a photo of the finished work before your permit expires, and the ARB schedules a final inspection. If it fails, you have 30 days to fix it and email for a reinspection ([QHRRP 5000-009](https://qhrrp.com/sorm/5000-arb/5000-001-architectural-review-board-arb-guidelines/5000-009-final-inspection-process/)).
