    Palm Valley and Ponte Vedra Beach share a postal area, but a Palm Valley parcel should not automatically be treated as part of the Ponte Vedra Boulevard zoning district. Confirm the parcel’s requirements and any private covenants. Keep unresolved drainage work separate from the surface estimate.

Palm Valley is the marsh side of San Pablo Island, east of the Intracoastal and west of A1A, running north from Palm Valley Boulevard to Butler Boulevard, with 12.18 square miles of land and 1.43 of open water ([Wikipedia](https://en.wikipedia.org/wiki/Palm_Valley,_Florida)).

    Along Palm Valley Road, Roscoe Boulevard and Canal Boulevard, many lots have never been cleared: live oaks, cabbage palms and Spanish moss over the whole yard. If yours stays soft underfoot for days after a storm, and the dog carries the mud inside, the base is the fix, not another round of grass.

That's rare this close to the ocean in St. Johns County. It means no architectural committee, no approval packet and no wait before work starts. Only the gated enclaves have a board to satisfy.

    Palm Valley also sits outside the Ponte Vedra Zoning District overlay along Ponte Vedra Boulevard, so the Ponte Vedra zoning board generally isn't your path; St. Johns County is. The county's definition of impervious surface covers compacted materials used for parking or roadways, which a back lawn isn't. Many lots here sit inside wetland buffers that go to the county's natural resources staff ([LDC Article IV](https://www.sjcfl.us/wp-content/uploads/2024/01/Article-IV.pdf)), so keep the turf's drainage details with your plans.

-   ### Water and wells

    While the shortage order stands, you can't lay new sod to replace a failed lawn. Turf needs no fertilizer either, and the county allows none within 10 feet of the water.

    Drinking water comes from the St. Johns County Utility Department, but many of the older acreage properties water their yards from private shallow wells, and near the marsh those wells can pull brackish water.

    St. Johns County has been under a Phase III extreme water shortage since 11 May 2026, driven by an extreme drought rating, the highest recorded in Florida since 2000 ([St. Johns County](https://www.sjcfl.us/phase-iii-extreme-water-shortage-declaration-may-2026/)). Lawns get one watering day a week, never between 8 a.m. and 6 p.m., and no new sod or new plantings may go in. If your shaded, soggy lawn gave out this summer, you can't lay sod to replace it while the order stands.

    Turf needs no fertilizer, either. The county caps nitrogen at 5 pounds per 1,000 square feet a year and allows none within 10 feet of a surface water body ([St. Johns County](https://www.sjcfl.us/protect-our-water/)). On a lot that touches a creek, a canal, the marsh or the Intracoastal, that can rule out a good part of the yard.

Odd or unnumbered addresses water on Saturday and even addresses on Sunday, with no more than 3/4 inch and one hour per zone. Drip and micro-spray lines may run at any time.

### Does state law protect turf on a large Palm Valley parcel?

Not automatically. Fla. Stat. 125.572 stops the county banning compliant turf on single-family parcels of one acre or less ([Fla. Stat. 125.572](https://www.flsenate.gov/Laws/Statutes/2025/0125.572)), and many acreage parcels here are bigger. ### Is there a rebate for replacing my lawn with turf?

No. St. Johns County, JEA and the St. Johns River Water Management District offer no rebate for artificial turf. What you save is the watering day, the fertilizer and the mowing.
