The ARB reviews driveways, walkways, patios and anything visible from the road or a neighboring lot, and its approval comes before permitting, construction or installation. Every hardscape change needs approval, and so does a moderate landscape change, though that one carries no review fee. The manual never mentions artificial turf. It lists putting greens with gazebos and pergolas as other structures, and has a separate category for major landscaping modifications. Ask the ARB, through Marsh Landing Management Company, the community's property manager, whether turf is allowed, where on the lot, and which category your plan falls under. Ask for the current edition too. Starting early costs more than waiting. Work begun without approval doubles the processing fee, can go to the Violation Hearing Committee for a fine, and may have to come out, with the yard restored. - ### Planting minimums Your lot type sets how much of the yard must stay in shrubs and ground cover, which limits how much can become turf. The landscape guidelines set how much of each lot stays planted, which caps how much can become lawn of any kind. A Cottage home site keeps about one-third of the front yard and no less than 25% of the rear yard in shrubs and ground cover, counting the foundation hedge. An Estate home site keeps about 25% of the front and no less than 20% of the rear. On a Cottage lot, planting inside a screened enclosure doesn't count toward it. The landscape plan carries a table to prove it: each yard's area, the minimum planted area and the planted area drawn. The front yard also takes in the strip between your lot line and the back of the curb. That table is where the free visit starts. We measure each yard, mark the beds and hedges the manual requires, and fit the turf into what remains. You approve the layout before you submit it. - ### Greens, nets and dogs A putting green counts as a structure and stays out of easements. Fences may not be used to create a dog run on any home site; the manual encourages an invisible underground fence instead. [Pet turf](https://www.timelessgrass.com/services/pet-turf/) here is a patch of open yard, not a pen, so put it where the dog already heads and a hose can reach. Fences are open-picket wrought iron or aluminum, generally no more than 4 feet tall. That matters under [Fla. Stat. 720.3045](https://www.leg.state.fl.us/Statutes/index.cfm?App_mode=Display_Statute&Search_String=&URL=0700-0799/0720/Sections/0720.3045.html), which bars an association from restricting items, artificial turf among them, that can't be seen from the frontage, an adjacent parcel, an adjacent common area or a community golf course. The manual expects a fully automatic underground irrigation system on every home site, covering its landscape and turf and the banks of a lake, with rotor heads for sodded areas. Where a home site touches a lake or a Nature Reserve, you install and maintain the landscape and irrigation to the water's edge or the preserve. Irrigation may not be drawn from the lakes. None of that was written with an artificial lawn in mind. Ask the ARB in writing whether the zones under the turf can be capped, and which beds and banks must stay watered. Expect a close look from across the water: on lake lots the manual keeps play structures beside the house, not behind it. Watering beds from a well? Only deep, artesian wells are approved; the ARB says the iron in shallow wells can stain sidewalks and homes. - ### Ground, grading and the gate We build your turf base to follow the lot's approved grading plan, so rain moves the way it's designed to. The manual describes the site as sandy ridges, pine flatlands and wetland preserves. Each lot is graded to a Neighborhood Grading Plan approved by the City of Jacksonville, and we build the turf base to follow that grade, so rain leaves the lot as designed instead of pooling against a bed or running into a neighbor's yard. Areas marked Conservation on the recorded plats fall under permits from the St. Johns River Water Management District and the Army Corps of Engineers, which prohibit construction, clearing, filling, tree cutting and removal of any vegetation there.
