    Obtain the current instructions from the appropriate neighborhood association and check any CDD or shared-area conditions. The Oakleaf commercial area across the Duval line has a different jurisdiction, so use the exact work address rather than the area name alone.

    Boulogne sand here puts the water table about a foot down at its highest, so small dog yards turn to mud after storms. We build the base for drainage, adding a subsurface drain where needed.

    A USDA soil query along Oakleaf Plantation Parkway returns Boulogne fine sand: poorly drained, with the water table about a foot down at its highest and a hydrologic rating of C/D, meaning water soaks in slowly ([USDA](https://sdmdataaccess.sc.egov.usda.gov/)). Its first organic-stained layer can start just 10 to 13 inches below the surface. Rain here doesn't vanish into the sand the way people expect in Florida.

    Along Double Branch Creek and its tributaries the survey adds Pamlico muck and Rutlege mucky fine sand, with pockets of Yulee clay in the low spots. Put that under a small fenced yard the dog uses every day and you get the familiar Oakleaf complaint: mud after every afternoon storm, and grass the dog finishes off.

    So the base is built for drainage rather than laid on grade: the right excavation depth, drainage aggregate and, where the yard needs it, a subsurface drain tied out. We test the ground when we come out for the free visit, then design the base for your lot. The county's code names the same risk: Sec. 18.5-53(4)(g) calls for solid sod in swales and other areas subject to erosion.

    Oakleaf Plantation sits inside the Branan Field Corridor, which Sec. 18.5-52(22) draws from the Duval line along Little Black Creek, Black Creek and North Fork Black Creek to the eastern edge of Jennings State Forest. Inside it, Sec. 18.5-51 applies the county's landscaping article to residential buildings as well as businesses, and Sec. 18.5-53(4)(h) bars artificial turf as a substitute for the plants the article requires ([Clay County code](https://library.municode.com/fl/clay_county/codes/code_of_ordinances)). Where your lot carries required plantings, keep them, and put the turf around them.

    Trees matter most on a turf job. Within the corridor, Secs. 18.5-27 to 18.5-32 make it unlawful to cut, remove, damage, root-disturb or even trim a protected tree without an approved tree preservation plan, and trenching a base edge beside a street tree is exactly that kind of work. Along rights-of-way the corridor also asks for a wider landscaped yard, 10 feet instead of 5. Check your parcel against the corridor's boundary before anything is designed.

    Above the county sit two community development districts, Double Branch and Middle Village, and under them each neighbourhood's POA with its own architectural review ([Double Branch CDD](https://doublebranchcdd.com/)). Oakleaf Town Center, meanwhile, lies across the line in Jacksonville, so commercial work there follows Duval's code, not Clay's.

    Oakleaf's water comes from Clay County Utility Authority. The district's Phase III Order 2026-017 was in force at our 7 September 2026 check, and it cuts lawn irrigation to a single weekly day, set by your address, from every source including private wells (Clay County Utility Authority).

    The county writes the schedule into its own code at Sec. 18.5-73 and enforces it under Sec. 18.5-79, where every day of watering on the wrong day counts as a new offense.

    CCUA runs a reclaimed water program, so ask whether your phase is on it, but it offers no rebate for artificial turf (CCUA). The case for turf in Oakleaf is the mud and the dog, not the water bill.
