    Julington Creek Plantation has both a community development district and a property association, the POA, and each has its own job. The CDD, a special district with five elected supervisors, owns the amenities and the landscaping between Race Track Road and the sidewalks (JCP CDD). The POA looks after interior common ground and enforces the covenants, so plan on an architectural submittal for turf on your lot.

    Some older neighbourhoods inside Julington Creek voted to opt out of the district, so check which side of that line your street is on. The custom layout you sign off on before any work begins is the drawing to send with your application.

    State law does less here than people assume. The Florida-Friendly Landscaping statute never names synthetic turf ([Fla. Stat. 373.185](https://www.flsenate.gov/Laws/Statutes/2025/0373.185)), so it won't override the covenants, and the law that does name turf protects only what can't be seen from outside the lot.     The shortage order bans new sod and new plantings and cuts irrigation to one day a week; reclaimed water doesn't reach Julington Creek Plantation. Turf needs none of it.

    St. Johns County's notice of the Phase III order, issued 11 May 2026 and still in effect on 7 September 2026, prohibits new sod installation and new plantings, along with aesthetic water uses and pressure washing ([St. Johns County](https://www.sjcfl.us/phase-iii-extreme-water-shortage-declaration-may-2026/)). By the county's account, it's the most severe drought level in Florida since the U.S. Drought Monitor began in 2000.

    Irrigation is down to a single day: Saturday for odd-numbered or unnumbered addresses, Sunday for even, Tuesday for non-residential property, with none from 8 a.m. to 6 p.m. and no more than an hour per zone. A lawn already fighting shade and roots can't recover on that.

    JEA supplies this corner of the county from its Major Grid ([JEA](https://www.jea.com/about/water_supply/water_facilities/)). Reclaimed water is outside the one-day rule, but the county's reclaimed service covers just Twin Creeks and SilverLeaf, and Julington Creek Plantation isn't among them ([St. Johns County](https://www.sjcfl.us/reclaimed-water/)). Turf needs no water from any of them.

    Myakka sand sits over a hardpan, so in the wet season water under a lawn moves sideways. Base depth and a drainage plane that falls the right way matter most here.

    The ground here is flatwoods sand, mostly Myakka fine sand, Florida's state soil: gray sand to about 26 inches, then an organic-stained hardpan that can run to roughly 60 inches. Water moves quickly through the top and only moderately through that layer, and the water table can sit within 10 inches of the surface for one to five months of the year.

    In the wet season, then, water under a lawn goes sideways rather than down. With more than 100 lakes and 1,200 acres of preserve inside the community, plenty of back yards sit low beside standing water. Base depth and a drainage plane that falls the right way count for more here than anything else under the turf, and we set both after checking your ground on the free visit.

    Overhead, the slash pines and live oaks planted at build-out have grown big enough to shade a north-facing back yard completely. That's why the St. Augustine in so many of these yards is on its third or fourth generation, thin and root-bound, and why a lawn that needs no sun is the one that lasts.
