Murray Hill, right next to Riverside and Avondale, isn't a registered historic neighborhood itself ([Murray Hill](https://en.wikipedia.org/wiki/Murray_Hill,_Jacksonville)). Mayport, at the river's mouth and inside Jacksonville's city limits, is its own neighborhood next to (not part of) the Naval Station Mayport installation ([Mayport](https://en.wikipedia.org/wiki/Mayport,_Florida)); ask the City's Current Planning Division whether any neighborhood-specific zoning standards reach a residential turf layout there before it's final. Beach Haven, near Beach Boulevard, falls under the same citywide and state rules as the rest of this page, with no separate historic district or association of its own. - ### The river and older neighborhoods Under Riverside's old oaks, grass can't grow, and turf doesn't need sun. Turf doesn't have to fight them. Riverside was built out between 1901 and the late 1920s, mostly bungalows on narrow, deep lots around 50 feet wide. The fenced back yard behind one is often only 300 to 600 square feet, and it's usually in shade. The Cummer Oak on the riverfront is thought to be 400 to 450 years old, with a canopy 138 feet across ([Cummer Museum](https://en.wikipedia.org/wiki/Cummer_Museum_of_Art_and_Gardens)), and trees like it hang over back fences all through the neighborhood. Grass can't grow under that, and many of these houses never had a sprinkler system to try. Turf doesn't need sun, and [in shade it stays far cooler in summer](https://www.timelessgrass.com/blog/how-hot-does-artificial-turf-get/). The ground is the other half of the job. Jacksonville sits about 3 feet above sea level and gets roughly 52 inches of rain a year ([Geography of Jacksonville](https://en.wikipedia.org/wiki/Geography_of_Jacksonville,_Florida)), and the blocks near the river are flat, filled and slow to drain. San Marco and San Jose, across the river, share the shade and the low edges. San Marco was laid out in 1925 ([San Marco](https://en.wikipedia.org/wiki/San_Marco,_Jacksonville)), its blocks grade down to the St. Johns, and the lowest yards hold water; its Treaty Oak, about 250 years old, shades a circle roughly 190 feet across. San Jose, planned the same year around a Donald Ross golf course, has real contour, which is ground a putting green can use for break. Its lower lots toward the river and Goodby's Creek stay wet, so either way the base does the work. Miramar, between San Marco and downtown, falls under this page's city, state and water-district rules too, with no separate historic district or gated association of its own. - ### Mandarin and the south Mandarin's water table sits 18 to 42 inches down about half the year, so low corners go soft. There's a USDA soil series named Mandarin, first described in 1977 with its type location in Duval County. It's fine sand all the way down, somewhat poorly drained, with a seasonal high water table 18 to 42 inches below the surface for about half the year ([USDA](https://soilseries.sc.egov.usda.gov/OSD_Docs/M/MANDARIN.html)). The sand holds nothing in the dry months, then the water rises and the low corner goes soft. Add the moss-draped live oaks along Mandarin Road, with their shade, surface roots and leaf drop, and grass struggles to hold on at all. Mandarin is flat, too, so there's no natural fall to borrow: drainage has to be built into the base. Beauclerc, just north, sits on the same sand, with Goodby's Creek on one side and Craven Creek running through, so its low lots are wet as well. The muddy patch by the back door, the worn stripe along the fence and the bare ground under the swing set all come from that wet sand. Mandarin has no country club of its own, and many of its 1970s to 1990s back yards run 60 by 70 to 90 by 100 feet, room for a green with several cups. Southside, the office, shopping and medical district north of Mandarin, is a different job: flatwoods sand over a shallow water table, stormwater ponds threaded through everything built since 1990, fill pads that settle, and ground that compacts under heavy foot traffic. Jacksonville is one consolidated city and county, so one code covers every neighborhood on this page, and state law has kept it from banning compliant turf since May 2026. That protection doesn't reach condominiums, parks, athletic fields or commercial property, and it doesn't override your HOA ([DEP](https://floridadep.gov/sites/default/files/SyntheticTurfFAQ%20final.pdf)). ### Is artificial turf Florida-Friendly Landscaping? No. The state's Florida-Friendly Landscaping laws protect living landscapes, and UF/IFAS says that because synthetic turf isn't alive, it doesn't meet the program's criteria ([UF/IFAS](https://ask.ifas.ufl.edu/publication/EP612)). Those laws won't help you with an HOA. Fla. Stat. 720.3045 is the one that does. ### When can I water a lawn in Jacksonville? JEA supplies the water and the St. Johns River Water Management District sets the days. Normally that's two days a week in daylight saving time and one in winter: odd or unnumbered addresses Wednesday and Saturday, even Thursday and Sunday, never between 10 a.m. and 4 p.m. (SJRWMD). The Phase III shortage order in force when we checked on 7 September 2026 cuts that to Saturday for odd addresses and Sunday for even, nothing between 8 a.m. and 6 p.m., and no more than an hour per zone (SJRWMD). The restrictions reach private wells and pumps too (Clay County Utility Authority). Turf needs none of it. ### What infill goes under turf in Jacksonville? On a single-family lot of an acre or less, natural infill only: clean silica sand, rock, shell or other natural material. Rubber and other synthetic infill are allowed only under playground equipment ([Rule 62-308.100](https://flrules.org/gateway/readFile.asp?sid=0&tid=30839130&type=1&file=62-308.100.doc)). In one lab study MRSA lasted longer in sand than in rubber, so a dog run wants a regular rinse.
