    Sec. 113-4 of the city's land development code caps impervious surface on every development site by land use district: 40% in residential low density, 50% in residential medium density and in the Transition district, 70% in residential high density and 100% in the Downtown Core. The ratio is all the impervious surface on the site divided by the gross site area (Green Cove Springs LDC, Ch. 113).

    Your roof, driveway and patio already use part of that allowance, so a large turf area could tip a 40% lot over if it were counted as hard surface. The code never mentions artificial turf. Subsection (c) is the opening: porous paving used in line with the construction manual isn't counted.

    So settle the count before the size. Ask the city which land use district your parcel is in, which construction manual subsection (c) refers to, and whether permeable turf over a washed stone base can be documented under it. Sec. 113-3 already asks all development to avoid unnecessary impervious surface cover.

    Development Services, at City Hall on 321 Walnut Street, handles zoning, building permits and code enforcement. Its Planning & Zoning page says plans for development, from new buildings and additions to pools, fences, screens and signs, need Planning and Zoning approval before a building permit application is approved (City of Green Cove Springs: Planning & Zoning).

    Turf isn't on that list, so ask whether yours needs review before anything is ordered.     In central Green Cove Springs the USDA soil survey maps Cassia fine sand. Its main soil, Mandarin, makes up 80% of the map unit and is somewhat poorly drained: at its highest point in the year the water table sits 77 centimeters down, about 30 inches. The land is nearly flat, 0 to 2% slope, with no flooding or ponding mapped ([USDA Soil Data Access](https://sdmdataaccess.sc.egov.usda.gov/)).

    Rain passes through turf and stone quickly, then meets ground that is wet for part of the year. We build the base for that soil and grade it so water heads somewhere that can take it, away from the house and the lot next door.

    Florida's turf rule, in force since 19 May 2026, wants the same result: permeable turf on a pervious subgrade prepared for positive drainage, with no pooling and no extra runoff onto adjacent properties ([DEP Rule 62-308.100](https://flrules.org/gateway/readFile.asp?sid=0&tid=30839130&type=1&file=62-308.100.doc)). The city is working on drainage too, replacing stormwater pipes on Clay Street and Ferris Street and adding a stormwater pond on Oakridge (city stormwater projects).

    The city asks residents to delay new sod, if possible, until conditions improve, and watering is down to one day a week. A turf area needs no sod and no watering day.

    The city pumps your water, and it has asked you to hold off on new sod.

    Green Cove Springs runs its own water system: five Floridan Aquifer wells feeding the Harbor Road and Reynolds treatment plants. The city says nearly 50% of the water it produces is used for irrigation (Water / Wastewater Division).

    On 13 May 2026 the city announced a Phase III extreme water shortage declared by the St. Johns River Water Management District: one watering day a week, between 6 p.m. and 8 a.m., Saturday for odd-numbered houses and Sunday for even-numbered ones. It covers private wells and irrigation pumps, and watering new sod is restricted further (city notice, 13 May 2026).

    The city's conservation page, still showing that schedule on 12 September 2026, asks residents to delay installing new sod or other high-water use landscaping until conditions improve, if possible (Water Conservation). A turf area needs no sod and no watering day, and under the state rule in-ground sprinklers can't be used on it.

-   ### Magnolia Point

    A reclaimed water system for the neighborhood is designed but not built, so a Magnolia Point lawn is on the same one-day order as the rest of town. Check any subdivision covenants before you plan.

    The city already sends treated effluent to the lakes at Magnolia Point Golf and Country Club for irrigation. A reclaimed water system for the neighborhood itself has its design finished, but construction is on hold pending alternate projects and funding. Built, it would save about 73.9 million gallons of Floridan Aquifer water a year (Magnolia Point Reclaimed Water System).

    Until then, a Magnolia Point lawn is on the same one-day order as the rest of town. ### Will turf change my Green Cove Springs stormwater bill?

The page doesn't say how artificial turf is measured, so ask for your parcel.

### Does Florida's turf rule limit what the city can require?

The rule, effective 19 May 2026, says local governments may not regulate turf on single-family lots of an acre or less in a way that's inconsistent with it, and lets them set a drainage standard of up to 10 inches an hour through all layers ([DEP Rule 62-308.100](https://flrules.org/gateway/readFile.asp?sid=0&tid=30839130&type=1&file=62-308.100.doc)). DEP doesn't permit or inspect turf and points local questions to the local government ([DEP FAQ](https://floridadep.gov/sites/default/files/SyntheticTurfFAQ%20final.pdf)), so ask Development Services how Sec. 113-4 applies.

### Can artificial turf count as required landscaping on a commercial site?

Plan on no. Sec. 113-277 requires drought-tolerant trees, shrubs and groundcovers in landscape plans for industrial, commercial, civic and multifamily buildings and residential common areas, and the code defines turf as soil bound by grass and plant roots (Green Cove Springs LDC). Treat artificial turf as space beyond the required landscaping, and confirm with Planning & Zoning.
