    Fleming Island Plantation, Eagle Harbor and Pace Island have different governing bodies and requirements. Obtain the current instructions for your property, including any architectural review and CDD conditions. Bring those responses to the estimate rather than relying on another community’s approval.

    Fleming Island Plantation's rules ban artificial grass, so turf there must sit fully out of sight under state law. Eagle Harbor's guidelines never name turf, so ask its ARC in writing first.

    On Fleming Island, the architectural board sees the plan before anyone digs.

    Fleming Island Plantation is a deed-restricted community development district, run under recorded covenants and its BAR Residential Guidelines, Revision N (BAR Residential Guidelines). Section 5.13.4, Artificial Vegetation, bans it outright: "No artificial grass, plants, flowers or other artificial vegetation or sculptural landscape décor shall be placed on the exterior portion of any lot." That leaves Fla. Stat. 720.3045 as the only path, and only where the turf sits fully out of sight of the frontage, adjacent parcels, adjacent common areas and the community golf course ([section 720.3045](https://www.flsenate.gov/Laws/Statutes/2024/720.3045)). The same guidelines require homes on a drainage or retention pond to keep St. Augustine sod down to the normal water level, so a live sod strip stays between any turf and the pond. Confirm the current rule with the association before planning a layout.

    Eagle Harbor sits under The Crossings at Fleming Island CDD, set up in 1989, with its own HOA on top ([The Crossings at Fleming Island CDD](https://thecrossingsatflemingislandcdd.com/)). Its ARC Residential Guidelines, last revised 1 February 2023 (Revision 19), cap how much of a lot's open space can be sod, paved areas included: 60% on 'A' and 'E' lots, 65% on 'B' lots, and 75% on 'C', 'D' and 'F' lots, alongside a required tree canopy and natural-area minimum ([Eagle Harbor ARC Residential Guidelines](https://www.eagleharborassociation.com/pdf.php?lFileID=96362)). Sand, white rock, large wood chips, plastic sheeting and similar materials aren't an acceptable alternative to grass unless the ARC approves them, and any change of sod variety needs a Landscape Design Change Application approved before installation. The guidelines never name artificial turf, so ask the ARC in writing whether it counts toward the sod cap or needs its own approval, with your coverage numbers worked out first. Pond-bank lots follow the guidelines' own restoration procedure.

    Pace Island, gated on Doctors Lake, has an association of its own. Whichever community you're in, the custom layout you approve before work starts is the drawing to send with your application. It shows where the turf goes, what stays planted, and how the yard still drains to its pond.

    The state standard bars turf from altering your neighborhood's permitted stormwater system or sending more runoff next door. Infill must be sand, rock, shell or other natural material, with rubber only under playground equipment.

    Fleming Island is a peninsula with water on every side: the St. Johns River to the east, Doctors Lake to the north, Black Creek to the south and Swimming Pen Creek to the west ([Wikipedia](https://en.wikipedia.org/wiki/Fleming_Island,_Florida)). Homes sit on engineered pads above wet natural ground, the water table is close, and each neighborhood drains to a CDD retention pond.

    That makes Florida's turf standard for single-family lots more than paperwork here. Turf stays out of swales, ditches, stormwater ponds and a pond's littoral zone, and it can't alter the permitted stormwater system or send more runoff toward the neighbors ([DEP Rule 62-308.100](https://flrules.org/gateway/readFile.asp?sid=0&tid=30839130&type=1&file=62-308.100.doc)).

    The same rule takes in-ground irrigation out from under the turf, with heads removed and pipe capped, and limits infill to clean silica sand, rock, shell or other natural material, with rubber only under playground equipment.     CCUA holds lawns to one watering day a week under the Phase III order; on reclaimed water, ask which days apply to you. Turf skips the schedule entirely.

    Clay County Utility Authority supplies reclaimed water for irrigation across much of Fleming Island, after a free cross-connection inspection (Clay County Utility Authority). With the district's Phase III order running since 11 May 2026, CCUA holds lawns to a single weekly watering, odd-numbered and unnumbered houses on Saturday and even numbers on Sunday, outside the daytime hours of 8 a.m.–6 p.m. If your irrigation runs on reclaimed water, ask CCUA which days apply to you.

    Outside a shortage, odd addresses water on Wednesday and Saturday and even ones on Thursday and Sunday while daylight saving time lasts, dropping to a single day in winter. A turf lawn skips all of it, and so does the zone that used to water it.

### Who installs artificial turf in Fleming Island, FL?

### Does Florida's new turf law override my HOA or CDD?

No. Since 19 May 2026 Clay County has lost the power to ban compliant turf at single-family homes on an acre or less, but DEP says its rule doesn't address HOA requirements or deed restrictions ([DEP](https://floridadep.gov/sites/default/files/SyntheticTurfFAQ%20final.pdf)). ### How close to Doctors Lake or a retention pond can turf go?

Florida's standard sets a 10-foot setback from any natural or man-made waterbody, measured from the ordinary or mean high-water line, unless a seawall or bulkhead is in between ([DEP Rule 62-308.100](https://flrules.org/gateway/readFile.asp?sid=0&tid=30839130&type=1&file=62-308.100.doc)). That takes in Doctors Lake, Black Creek, Swimming Pen Creek and every retention lake.

### My back yard faces a fairway. Can the HOA still weigh in?

Usually, yes. Florida shields turf from HOA limits only when it's out of sight of the street, the neighbors, common areas and the community's golf course ([section 720.3045](https://www.flsenate.gov/Laws/Statutes/2024/720.3045)). A yard in full view of the course falls outside that, so the board's approval comes first.

### Does CCUA offer a rebate for artificial turf?

No. CCUA's credits cover new sod, leaks and pool fills, and the New Sod Credit bills 30 days at Tier 2 rates, with a Water Conservation Assessment (Clay County Utility Authority). Artificial turf isn't on the list.
