Callahan's tree chapter counts more than cutting a tree down as removing it: damage to the root system from heavy machinery, or a changed grade over the roots or around the trunk, both count when they cause the tree to die or become likely to die, and a 25% or greater canopy loss counts on its own. It reaches any single-trunk plant at least two feet tall and two inches across at two feet up. Hilliard's tree article, ten miles north, at least lists an exemption for one- and two-family homes and every pine by name, even if that town leaves open whether the exemption reaches its own removal permit. Callahan's chapter has no such list at all — no property type and no tree species is named as exempt. A turf base means digging out the top of the yard and compacting new material in its place. Beside a tree you're keeping, that is the kind of root and grade disturbance the chapter describes. Ask Building and Zoning if your job needs one. See the rule on permit first Where the chapter applies, the permit comes before the digging. Chapter 166 only reaches "development" — activity that needs a town permit or authorization and might require removing a tree — and a use that actually removes a tree is presumed to need one. Whether a turf-only job with no separate building permit counts is the town's call, so ask the Building and Zoning desk before work starts if a tree is in the way. Where it does apply, no site work may begin and no tree may be removed until the Building Official issues a tree removal permit, backed by a tree survey. The permit is free if you get it before the work. It's issued once the survey is accurate and the tree isn't habitat for a protected species, along with one of: the tree stands in the way of reasonable development, its condition creates a danger of falling or another adverse impact, or it threatens a building, a utility service or safe sight lines at the Building Official's judgment. Skip that step and it gets expensive. A tree removed without a permit needs an after-the-fact one within 30 days, at $500 a tree; miss the window and the fine runs $250 a day. A denial can be appealed in writing to the Town Council. - ### State rule on top On a single-family lot of an acre or less, turf stays out of a tree's drip line, yours or a neighbor's, unless a certified arborist certifies on site it won't harm the tree. Florida's synthetic turf rule, Rule 62-308.100, F.A.C., in effect since May 2026, sets the minimum standard for a single-family lot of one acre or less, and Callahan can't enforce a local rule that's inconsistent with it on that kind of lot. Under it, turf can't go inside a tree's drip line — on your lot or a neighbor's — unless a certified arborist certifies, from a site-specific look, that it won't harm the tree. If a tree genuinely has to come out on a single-family lot, Florida law can move faster than Chapter 166's own process. Fla. Stat. 163.045 bars a local government from requiring a notice, permit, fee or mitigation to remove a tree on a single-family lot once an ISA-certified arborist has documented, on site, that it poses an unacceptable risk. That's a route around Callahan's $500 after-the-fact fee and the 30-day clock in cases it covers, and it doesn't touch a routine turf job that leaves a tree standing. Ask the Building and Zoning desk which situation yours is before you commit to either path. - ### Where the water goes Drain water from under your turf goes to a storm sewer or approved outlet, never the town sewer. On a flood-zone lot, check with the Zoning Administrator before work starts. Callahan's wastewater code bars stormwater, groundwater and roof runoff from the town's sewer system; that water goes to a storm sewer or to a natural outlet the Public Works Director approves. A drain from under your turf follows that same rule, never a sewer cleanout. If a drain line or an irrigation pipe for the beds around your turf has to cross a town ditch, it can't run less than 30 inches below the ditch bottom or within four feet of its outside bank.
