## Does artificial turf count as an impervious surface?

It depends on the applicable rule and how the turf is installed. A product can let water through its backing while the ground below drains more slowly. Before installation, identify the property’s jurisdiction and ask how the proposed turf, base and drainage will be classified. North Carolina has a specific statutory exclusion for qualifying turf; other locations need their own review.

## Start with the whole installation

A drainage rate on a turf sample describes one part of the project. New Jersey DEP’s science review explains that the ground underneath may not absorb water at the same rate as the turf product. The proposed base, existing ground and destination for runoff belong in the installation discussion.

Ask the installer to show the turf product, its drainage documentation and the proposed layers beneath it. Point out existing puddles, downspouts and drains. If water already collects in the yard, make its assessment part of the scope before choosing a finished surface.

Then ask the relevant planning or stormwater office how that assembly is treated for your project. Keep its response with the layout and estimate. The word “permeable” on a product sheet is not enough to answer the classification question.

## North Carolina has a specific turf provision

G.S. 143-214.7D excludes certain artificial turf from built-upon area for state and local stormwater programs. The turf must be made to drain through its backing and installed to the manufacturer’s specifications over a pervious surface.

The statute also addresses conflicting local definitions, subject to a federal-law exception. Take the product information and proposed base detail to the reviewing office so the project can be assessed against those conditions. Separately ask whether excavation, grading, work near drainage features or other parts of the proposal require review.

## Check the local requirements on the South Carolina side

For an unincorporated Horry County property, send County Stormwater the full proposal. Its permitting guidance describes staff review of exemption requests. Get a determination for the work instead of relying on the size of the finished lawn.

North Myrtle Beach has [written criteria for qualifying pervious surfaces](https://library.municode.com/sc/north_myrtle_beach/codes/code_of_ordinances?nodeId=COOR_CH23ZO_ARTVIIGESURE_S23-129.4STPESUIMSUSIMIDURENOSUSIECDEPLRE). The City’s adoption minutes explain that installation details, manufacturer documentation and possible inspections matter. Ask staff which requirements apply to the proposed turf and property type before finalizing the plan.

Use the office responsible for the actual parcel. A county response or a neighboring city’s rule does not establish what applies inside another municipality.

## Get a clear answer before comparing final prices

Bring the address or parcel number, the area being converted, a simple layout, the product sheet and the proposed base and drainage details. Show any other work included in the job, such as a patio, retaining edge or drain.

-   How will the proposed turf assembly count toward this property’s lot coverage or stormwater requirements?
-   What product data, drawings or professional details are needed?
-   Does the complete project need a permit, review or inspection?
-   Will this change affect a stormwater charge, and what documentation would establish that?
