    Brunswick County publishes a Municipal Jurisdictions table that sorts zoning, flood, building inspection, CAMA and stormwater review between each town, the County and, for CAMA, the state office in Wilmington. Ocean Isle Beach is one of the few entries on that table where all five columns read Town. Zoning, flood jurisdiction, building inspection, CAMA and stormwater all sit with Ocean Isle Beach itself.

    That is worth knowing because it isn't how the next town over works. The same table sends Shallotte's flood jurisdiction and building inspection to Brunswick County, and its CAMA review to the state office in Wilmington, while its zoning and stormwater stay with the Town. A homeowner moving a turf plan from one town to the other can't assume the same office, or even the same level of government, handles the same piece of paperwork.

    For a yard in Ocean Isle Beach, that means one office to bring a layout to: the Town's own Building Inspections department. It reviews the zoning and flood questions, signs off on stormwater, and, because CAMA sits with the Town here rather than in Wilmington, its own local permit officer handles the coastal side too.

    A canal or marsh lot can fall inside a state buffer reaching 75 feet landward of normal high water, holding new work back 30 feet. Turf isn't on the short list of exceptions inside it.

    The island's dredged canals and marsh edges carry a state buffer of their own.

    Ocean Isle Beach sits on a barrier island threaded with dredged finger canals, with marsh and Intracoastal Waterway frontage on the mainland side. Any of those shorelines can fall inside the state's estuarine shoreline Area of Environmental Concern, set out in [15A NCAC 07H .0209](http://reports.oah.state.nc.us/ncac/title%2015a%20-%20environmental%20quality/chapter%2007%20-%20coastal%20management/subchapter%20h/15a%20ncac%2007h%20.0209.pdf), most recently amended effective November 1, 2025. The estuarine shoreline AEC reaches 75 feet landward of normal high water, or 575 feet where the shoreline sits next to water the state classifies as Outstanding Resource Waters.

    Inside that area, the rule caps impervious surface at 30 percent of the AEC portion of the lot and holds new development back 30 feet from normal high water, with a short, specific list of exceptions. Grading, excavation and landscaping with no wetland fill make that list. Artificial turf does not. The Coastal Resources Commission's own agenda for its August 2025 meeting in New Bern carried a variance request over artificial turf inside a buffer at a property in Carolina Beach, which is a sign the state still treats turf as outside the exception rather than inside it.

    None of that means a canal-front yard is off-limits, only that the buffer line has to be found before the layout is drawn.     Because CAMA sits with the Town in Ocean Isle Beach, its Building Inspections office can tell you where the estuarine shoreline AEC and the 30-foot setback fall on your specific lot, rather than sending you to a separate state office to find out. That is the question to bring in before a canal-front or marsh-front layout is final: where the line sits, and whether any part of the planned turf area reaches inside it.

    On a mainland lot with no canal, marsh or waterway frontage, the shoreline buffer doesn't apply, and the Town's zoning, flood and stormwater review are the ones to satisfy. Either way, one office can answer all of it, which is the advantage of a town that hasn't split the review up.

    Brick Landing Plantation, the gated golf community just off the mainland side of Ocean Isle Beach, sits in unincorporated Brunswick County rather than inside the Town, so its own Master Community Association, not the Town office described above, is the layer to satisfy first. Under the Association's [Policies & Procedures](https://www.bricklanding.org/private-files/document/1989557178/IQXNmtNLitm4GjMa.pdf), approved June 8, 2022, a storage shed or other structure needs the Architectural Review Committee's review and approval before it goes up, and every property owner is responsible for keeping buildings and grounds clear of what the document calls 'unclean, unsightly or unkempt conditions.' Ask the Master Association for its current Architectural Guidelines before a turf layout is final, since they set out the application process the Policies & Procedures reference.

    Some Ocean Isle Beach canal lots sit on a poured concrete bulkhead; others, mostly along the town's older natural canals, sit on a vertical wood bulkhead instead. Either way, the lot is inside Town limits, so the same Building Inspections office covered above still reviews the zoning, flood, CAMA and stormwater side of the job. The bulkhead itself is a separate question: if repair or replacement work is part of the project, ask that office which rule applies to your specific wall.

    Cameron Woods, Osprey Isle and Wood Stork Landing are single-family neighborhoods built inside Ocean Isle Beach's town limits, each with its own homeowners association. None of the three has posted architectural or landscaping guidelines online, so the Town review above still applies to the yard itself, but there is no public association rule to point to here. Get your community's current covenants or design guidelines from your HOA before the layout is final, the same as in any covenant-restricted neighborhood.

### Who do I call about artificial turf in Ocean Isle Beach?

The Town's own Building Inspections office, according to Brunswick County's jurisdiction table. Unlike some neighboring towns, Ocean Isle Beach keeps zoning, flood, building inspection, CAMA and stormwater review with the Town rather than splitting them off to the County or the state office in Wilmington.

### Does the canal buffer rule apply to every yard in town?

No. It applies to the estuarine shoreline Area of Environmental Concern set out in state rule 15A NCAC 07H .0209, which reaches a set distance landward of normal high water along a canal, marsh or waterway. A mainland lot with no water frontage falls outside it; ask the Town to confirm where the line sits on a lot that does have frontage.

### Can artificial turf go inside the 30-foot buffer?

The state rule's list of activities allowed inside the buffer includes grading, excavation and landscaping with no wetland fill, but does not name artificial turf.
