## Which building code covers indoor turf on the Grand Strand?

It depends on the side of the state line. South Carolina cities and counties enforce the codes the state adopts; North Carolina's 2018 codes were still current in September 2026. Ask your building office which edition applies.

-   ### South Carolina side

    Myrtle Beach, Conway and Horry County all apply the same state-adopted code, and local governments can't write their own. Ask the building department which edition applies to your permit first.

    Myrtle Beach, Conway and Horry County work from the state's code.

    Under [South Carolina law](https://www.scstatehouse.gov/code/t06c009.php), every city and county enforces the building and fire codes the state adopts from the International Code Council. The [Building Codes Council's regulations](https://www.scstatehouse.gov/coderegs/Chapter%208.pdf) bar local governments from writing their own building codes, and a local change needs the Council's approval. So whether your space is in Myrtle Beach, North Myrtle Beach, Conway or elsewhere in Horry County, the office that covers it applies the state-adopted code.

    The Council must adopt the latest editions at least every four years. When a new edition takes effect, work with an approved permit is finished and inspected under the code in effect when that permit was issued. Ask the building department which edition will apply to your permit.

    The fire rules track the same books. The [State Fire Marshal's regulations](https://www.scstatehouse.gov/coderegs/Chapter%2071.pdf), last amended in 2023, adopt the latest codes the Council adopts and make the International Fire Code the minimum fire-safety standard for the buildings they cover.

    As of September 2026, North Carolina's 2018 code still governs in Shallotte unless a building owner requests the approved 2024 code. Brunswick County's Code Administration handles building inspection there.

    When we checked in September 2026, the NC Office of State Fire Marshal listed the 2018 North Carolina codes, built with the 2015 International Codes, as effective since January 1, 2019 and still current.

    A 2024 North Carolina Building Code, based on the 2021 International Building Code, has been approved. The office's March 31, 2025 letter says it takes effect 12 months after the State Fire Marshal certifies that certain events have occurred. Until then the 2018 code governs, unless a building owner or their agent asks for the 2024 code on the project. The office's March 2026 newsletter called that start date still moving.

    [Shallotte](https://www.timelessgrass.com/grand-strand/shallotte-nc/) sends building-inspection questions to the [Brunswick County Building Inspector](https://www.townofshallotte.org/planning_zoning). The county's jurisdiction table lists the county for both building and fire inspection in Shallotte. Its Code Administration department covers building inspections, central permitting and the fire marshal.

    Ask the building office three things: does it treat turf as a floor covering, which fire-test reports it wants, and whether those must cover the turf and pad together. Bring your floor plan too.

    Ask these before you choose a turf and pad.

    Turf is not wood, vinyl or tile, so don't assume it is reviewed like them. Ask the office for your address three things. Does it treat a turf floor as a floor covering? Which fire-test reports does it want? Does the report need to cover the turf and the pad together?

    Then ask whether the rating it wants changes where the turf reaches a hallway, an exit route or a room open to one, and whether sprinklers in the building change that.     Bring what the answers depend on: the address, a floor plan, whether the building has sprinklers, and what the space was used for before. Ask too whether a turf floor needs a permit at that address.

## Questions about indoor facility turf in The Grand Strand.

### Will North Carolina's 2024 code change how an indoor turf floor is reviewed?

Ask before you order. The 2024 code rests on a newer model code than the 2018 code, so ask Brunswick County Code Administration which edition your project will use and whether its floor-covering rules differ between the two.

### Should I choose the turf before I talk to the building office?

Talk to the office first. Then choose the turf and pad for your sleds and foot traffic, and get the manufacturer's fire-test reports for that same turf and pad before you order.
