    The Westminster rule that outlasts the install is the maintenance one. The city's landscape regulations say artificial turf "shall be installed according to industry specifications and maintained in a manner to mimic a healthy living turf", and that replacement "shall be required when the material, wear, or installation is such that it is determined by the City that it no longer visually mimics a healthy living lawn area" (City of Westminster). The test is how the surface looks, and it runs for as long as the turf is down, so seams, infill depth and edge fixing are what your estimate should be specific about.

    Placement is settled before any of that. The same regulations allow artificial turf in "single-family detached or duplex lot yard areas not adjacent to a street, or public or private park or open space" and nowhere else, with sports fields and other limited uses judged case by case. In the city's own words that has let residents put turf in back yards "without restrictions nor the need for City review", and a rear yard can be changed without an ODP amendment (City of Westminster).

    The open space half of that sentence catches more Westminster yards than you might expect. The city holds over 3,000 acres of open space, Standley Lake Regional Park and Wildlife Refuge included (City of Westminster), and names Westminster Hills Open Space and trails such as Big Dry Creek and the Farmers' High Line Canal among the rest (City of Westminster). If your back fence is one of those boundaries the yard sits outside the exception, though the regulations let the Planning Manager allow an adjustment in cases that involve "practical difficulties or unnecessary hardship". Email planning@westminsterco.gov with your address and ask how the artificial turf provision reads for your lot before we draw a layout.

    An HOA's approval is a separate step from the city's: the city says it "has no authority to force revisions to private HOA covenants" (City of Westminster). Get both answers before you commit to a shape.

    Westminster declared a Drought Watch on 31 March 2026, effective 15 April, after record-low snowpack in the Clear Creek Basin ([City of Westminster](https://westy.news/drought/)). As of September 2026 it is voluntary, and mandatory restrictions are not in place.

    The city's help is aimed at plants. Through Resource Central it offers lawn replacement, Garden in a Box, Slow the Flow sprinkler checks and waterwise yard seminars (City of Westminster). None of it pays for artificial turf.

    So the case for turf in Westminster isn't a rebate. It's the end of watering, sprinkler repairs and reseeding on a lawn that has needed all three for decades.

Often the retaining walls, and the city sets their limits. Its landscape regulations say "Wall heights shall not exceed 4 feet", that terracing is the answer "for changes in grade that exceed 4 feet in elevation", that walls "shall be spaced a minimum distance apart of 7 feet", and that the slope between them "shall not exceed 4:1 (25%)" (City of Westminster). Treated timber is prohibited for those walls, except for a resident homeowner on a detached or duplex lot. How much level ground you can get is fixed before the turf shape is, which is why we measure the fall on the free visit.

### Are Westminster's turf rules about to change?

They are being rewritten. The landscape regulations date from 2004, and the city says they "are being updated as part of the scope of work for larger Unified Development Code project" (City of Westminster). Expect tighter rather than looser: after a two-year front-yard pilot with a homeowner the city kept its existing reading of the code, reporting that "the use of artificial turf was not in support of City conservation goals, policies and code intent", and citing state restrictions over plastics, microplastics and [PFAS](https://www.timelessgrass.com/blog/does-artificial-turf-contain-pfas/) reaching the environment. It does say the updated regulations "are prospective with new development and not retroactive".
