    Welby grew on irrigation: its settlers secured water rights from Clear Creek, and farming families formed the Vegetable Producers Cooperative Association in 1923 ([Adams County Welby plan](https://adamscountyco.gov/wp-content/uploads/2025/08/WELBY.pdf)). Today North Washington Street Water and Sanitation District keeps its office on E. 78th Avenue, and by contract its customers follow Denver Water's restrictions.

    The district's 2026 notice treats a garden and a lawn differently ([North Washington Street Water and Sanitation District](https://www.nwashingtonwaterco.gov/drought-watering-restrictions-2026)). Annuals and vegetables may be watered any day until the first frost, with a hand-held hose and shut-off nozzle or low-volume, non-spray irrigation. Trees, shrubs and perennials get the same, drip included. Lawns aren't on that list after 30 September.

    So plan the yard around the hose. Keep beds and trees where hand-watering or a drip line reaches them, and put turf where the grass was. It needs no watering day, this fall or in spring 2027.

    Welby is part of unincorporated Adams County ([Adams County Welby plan](https://adamscountyco.gov/wp-content/uploads/2025/08/WELBY.pdf)), and the county's development code rules out artificial turf as landscaping for the new development and change-of-use permits it covers ([Adams County DSR, Chapter 4](https://adamscountyco.gov/wp-content/uploads/2025/08/dsr-chapter-04.pdf)). What sets Welby apart is the exemption. Agricultural uses fall outside the landscaping section, and the code says land used for crops or pasture isn't landscaping.

    That exemption covers real ground here. The county's April 2014 plan counted 158 parcels zoned A-1, averaging almost three acres and taking up 22.20% of Welby's area. Whether a lawn beside a house on A-1 land counts as agricultural use is for the county to say. Ask Community and Economic Development about your parcel, in writing, before you plan on either answer.

-   ### Industrial Welby

    The draft code would bar nonfunctional artificial turf on business ground in new development, and any request would have to show a functional use. Ask the county how it reads that before you design.

    The same plan counted 181 parcels zoned I-1, 21.68% of Welby's area. Adams County's draft code, case PRC2026-00016, would bar nonfunctional artificial turf on industrial, commercial and institutional property in new development or redevelopment, and any turf request would have to show a functional use ([draft regulations](https://publicinput.com/Customer/File/Full/5107d712-de57-4455-88fb-b591b20ac560)). Written comments close on 2 October 2026, and adopted rules would start on 1 January 2027 ([Adams County project page](https://publicinput.com/j80053)).

    The draft doesn't define a functional use for artificial turf. Its nearest example, in the rule on high-water grass, is active recreation such as parks and athletic fields. -   ### The ground

    By 78th Avenue the flats drain somewhat poorly over a high water table; on Washington Street it's shallow clay on a real slope. Either way, the base is built around where water goes.

    Welby isn't one soil. Around the district office on E. 78th Avenue, USDA maps loamy alluvial land on 0 to 1 percent slopes, somewhat poorly drained, with a water table as high as about 27 inches (69 centimetres) and occasional flooding ([USDA](https://sdmdataaccess.nrcs.usda.gov/)). Nunn clay loam covers other parts of the flats: about 31% clay on top and 38% below, where it's more prone to swell.

    At 8300 Washington Street the map turns to the Samsil-Shingle complex, on 3 to 35 percent slopes. Samsil is 50% clay at the surface, with soft bedrock at about 14 inches (36 centimetres).

    On the flats, water has nowhere to fall. The county's grading table for new lawn areas asks for a slope of at least 100:1, so we grade the base to carry water away instead of letting it sit over a high water table. On the Samsil slopes the shallow clay takes little water, so the edging and the drainage path come first.     Close to Clear Creek, ask Adams County about floodplain status before any regrading. Its Welby plan says development has encroached into the Clear Creek floodplain, which a March 2006 drainage master plan studied.

    Welby's R-1-C lots average about 11,018 square feet, room for a dog run, a lawn and a putting green. In a planned unit development, check for an association and its rules first.

    The county's 2014 plan counted 2,384 R-1-C parcels in Welby, averaging about 11,018 square feet. That's room to give each part of the yard one job: a dog run by the back door, a lawn for play and a [putting green](https://www.timelessgrass.com/services/putting-greens/) with its own fringe, with the vegetable beds left where the hose reaches.
