    Before you plan a layout, know which rules reach your lot. The Pinery Architectural Standards of 8 August 2023, applied by the Pinery Homeowners' Association's Architectural Review Committee, cover lots under the Pinery covenants — filings 1 through 8A ([Pinery Architectural Standards](https://pinery.org/sites/default/files/media/images/architectural_standards_revised_8.9.2023_final_1.pdf)). Some nearby communities that share The Pinery name, like Timbers at the Pinery and Pinery Glen, run their own separate HOAs. Call the ARC office, 303-841-5305, if you're not sure which one covers your address.

    On a covered lot, landscaping changes need ARC approval before they start. That covers putting in xeriscape, hardscape or nonvegetative turf grass — defined as any man-made covering made to look like grass — and taking out a tree. The sentence that requires approval for turf grass is immediately followed by "Turf grass is only allowed in the backyard," with color and quality subject to approval. Plan for the back yard, and ask the ARC office to confirm before you draw a layout for anywhere else.

    The committee weighs the general look of the community and the ecological impact, and it won't approve a change that harms drainage. Pick your turf early, because the samples go in with the application.

    Stage 3 bars new sod and limits homes to two watering days a week. Installing a synthetic lawn uses no watering day, but rinsing it afterward still counts as watering.

    This is a current condition, not a permanent rule — check Pinery Water's drought page before you plan. As of this check, on 12 September 2026, the district's drought page still listed Stage 3 as current, declared 1 May 2026 after a record-low snowpack ([Pinery Water](https://www.pinerywater.com/drought-update)). The district sets the stage from snowpack, reservoir levels and well production, and asks every customer to cut use by 20%.

    Homes get two watering days: even-numbered addresses on Sunday and Wednesday, odd-numbered ones on Monday and Thursday ([2026 watering schedule](https://www.pinerywater.com/files/cdd0ad0c7/2026+MANDATORY_Watering_Schedule.pdf)). Nothing is watered on Friday, and all watering, by hand included, happens before 10:00 a.m. or after 6:00 p.m.

    Stage 3 also bars installing any new sod. A synthetic lawn sidesteps that: there's no sod to lay, and installing it doesn't use up a watering day. Once it's in, though, rinsing it still counts as watering — plan that around your two days.

    Send a plot plan and turf samples with the Property Change Application, and put a completion date on it; leave it blank and the committee sets one 90 days after approval.

    For landscaping, the Standards ask at minimum for a plot plan showing the house, the property lines and easements, and where the new landscaping goes, plus samples of the turf. It all goes with the Property Change Application. The ARC's neighbor-awareness policy encourages, and can require, notice to neighbors a change may affect — if that applies to yours, the form has space for their signature, or you send proof of mailing post-marked at least two weeks before the meeting.

    The ARC meets on the second Tuesday of the month at 6:30 p.m., in the Community Room on the lower level of the Pinery Fire Station, and agenda material is due by noon the Friday before to make that month's meeting ([Pinery HOA](https://pinery.org/architectural-review-committee)). Check the association's calendar for this month's date, or call the ARC office on 303-841-5305.

    A simple plan can get an early review between meetings for a $50 fee, though not in the week before a meeting — that only speeds up feedback, since formal approval still happens at the next regular meeting. Put a completion date on the application too; leave it blank and the committee sets one 90 days after approval. -   ### The lot

    Most lots keep 10-foot rear and side easements where nothing may block utility work or drainage, and no living tree comes out without approval. Ask the committee how close turf may come.

    Most lots in Pinery filings 1 to 8A keep 10 feet inside the rear and side boundaries as easements for utilities and drainage ([Pinery ARC FAQ](https://pinery.org/arc-frequently-asked-questions)). The covenants bar any planting or material there that could get in the way of utility work or change which way the drainage channels run. Anything sitting in an easement can be removed or reinstalled at your cost if a utility needs access. Mark those strips on the plot plan and ask the committee how close the turf may come.

    No living tree in those filings comes out without the committee's approval, so a lawn or putting green is laid around the trees you keep. Separately, the Standards call The Pinery a high fire risk area, and list fire mitigation among what the committee weighs when it reviews turf, xeriscape and hardscape submittals. Ask the ARC office what it wants to see on your application.

### Can I put artificial turf in my front yard in The Pinery?

The Pinery's own rule is back yard only. Colorado's SB23-178 protects a detached home's backyard turf from HOA bans, but doesn't extend that protection to the front ([Colorado General Assembly](https://leg.colorado.gov/bills/sb23-178)) — it only requires the association to offer at least three pre-approved garden designs for front yards, and the Pinery Standards still require ARC approval before one goes in. ### Will Pinery Water's Turf Replacement Program pay toward artificial turf?

No. The program pays homes $5.00 a square foot of high-water-use plants removed, up to $2,000, but its 2026 guidelines rule out artificial turf, concrete and impermeable materials as replacements and require at least 50% living plant cover ([2026 guidelines](https://www.pinerywater.com/files/e60c1ae37/2026-Turf-Replacement-Guidelines-and-Application-Remediated.pdf)). ### Can I rinse a dog area on a Friday?

Ask Pinery Water first. The Stage 3 Friday ban covers watering of any kind, and the district doesn't say whether rinsing synthetic turf counts. Until it answers, rinse on one of your watering days within the permitted hours, and keep the water off sidewalks and streets, because the district prohibits runoff at all times.

### Does Douglas County have a say in turf in The Pinery?

Possibly. The Pinery is unincorporated, with no town government of its own, and Douglas County owns and maintains its streets ([Pinery HOA](https://pinery.org/arc-frequently-asked-questions)). The Standards tell the committee to consider local ordinances when it reviews turf, so if your plan moves soil or changes the grade, ask Douglas County whether it needs anything more.
