    The water district adopted four drought stages on 21 April 2026 and sends written notice when one starts. Find your notice, or ask the district, before planning anything that needs water.

    Louviers is unincorporated Douglas County ([Wikipedia](https://en.wikipedia.org/wiki/Louviers,_Colorado)), and its water comes from its own special district. On 21 April 2026 the district's board adopted [drought and water shortage restrictions](https://www.louvierswsd.com/files/dd71da165/LWSD_-_Resolution_Adopting_Drought_and_Water_Shortage_Response_-_2026+SIGNED.pdf) in four steps: voluntary, Stage 1, Stage 2 and Stage 3. When the board puts a stage in force, every customer gets written notice of the stage, its start date and its rules.

    Stage 1 limits homes to Tuesday, Thursday and Saturday, and nobody waters from 10 a.m. to 6 p.m. Trees, shrubs, perennials and vegetable gardens can still be watered any day by hand-held hose or drip. The voluntary step is the same list, unenforced.

    Stage 2 cuts homes to Tuesday and Saturday and stops new planting: no new lawns, trees, perennials, shrubs, annual beds or vegetable gardens. Stage 3 starts rationing, and all outdoor water use may be prohibited. The district's [rules page](https://www.louvierswsd.com/rules-regulations-policies) doesn't say which stage, if any, is in force as of 12 September 2026. Find your notice, or call the district at 303-482-1002 ext. 5, before you plan anything that needs water.

-   ### Planning the yard

    No stage limits laying turf, edging or paths, but at Stage 2 a new planted border has to wait. For a dog area, ask the district how it treats rinsing the turf.

    Turf doesn't wait on a stage. New beds might.

    The restrictions cover water supplied by the district and don't mention artificial turf, which is neither planted nor watered — laying turf, edging and paths isn't limited by any stage. What a stage controls is what goes in around it. If Stage 2 is in force when you're ready to start, the planted border you drew beside the turf has to wait, and existing shrubs move to the Tuesday and Saturday schedule, by hand or drip. If no stage is in force, nothing in the resolution stops new beds — ask the district which stage applies before you commit to a planting plan.

    The board can also grant written variances for specific uses or seasonal needs. Its next meeting is a special session on [15 September 2026](https://www.louvierswsd.com/files/362d79cde/LWSD+Agenda_09.15.2026+DRAFT.pdf), followed by regular meetings set for 27 October and 17 November ([Louviers Water and Sanitation District](https://www.louvierswsd.com/)).

    For a dog area, plan the rinse separately from the planting question. Stage 1 allows power washing only on assigned watering days, and Stage 2 bans using water to clean outdoor impervious surfaces such as sidewalks and patios. Neither stage names synthetic turf or a rinse, so ask the district how it treats cleaning a pet area.     The district has been replacing water lines, and a refilled trench is ground the base must account for. Ask whether yours is done, call 811 before digging, and show us any fresh trench.

    The district has been replacing water mains and service lines in parts of Louviers. Its [notice of 11 February 2026](https://www.louvierswsd.com/construction-notice-and-water-meter-replacement-notice) set work from about 10 March through about August 2026, with some homes getting a new service line and meter together. The full job covers about 12,000 feet of aging galvanized steel pipe, 86 service lines and 15 fire hydrants ([federal funding award](https://www.louvierswsd.com/douglas-county-water-infrastructure-project-advances-through-federal-funding-award)).

    A trench dug and refilled this year is ground a turf base has to account for. Ask the district whether your line and meter are done or still on the list — call 303-482-1002 ext. 5, or check the board's [15 September agenda](https://www.louvierswsd.com/files/362d79cde/LWSD+Agenda_09.15.2026+DRAFT.pdf), which carries an engineer's construction report, so the dates may have moved. Call 811 before excavation, and point out any fresh trench on the free visit so we can prepare the site and build the base with it in mind.

-   ### The ground

    Most of Louviers drains well, but one steeper pocket has swelling clay, so nearby yards can need different preparation. We check yours at the free visit and set the fall away from the house.

    Louviers sits at 5,614 feet, with US 85 on its eastern edge ([Wikipedia](https://en.wikipedia.org/wiki/Louviers,_Colorado)). USDA soil maps put the center of town on loamy alluvial land: well drained, carrying a moderate share of clay, and not prone to much swelling when it gets wet ([USDA Soil Data Access](https://sdmdataaccess.sc.egov.usda.gov/)).

    Within about half a mile, most of the surrounding ground drains even faster — sandy Blakeland-Orsa soil and gravelly Newlin soil on the slopes both take water in quickly. One small pocket, on steeper ground nearby, carries a heavier, slow-draining soil that happens to share the town's name: Louviers soil, high in clay and prone to swelling when it's wet.
