The short answer

## How do I compare a turf project for an older or newer Aurora yard?

Start with what's already there. An older lot may have an alley or established garden to work around, while a newer yard may start with just a fence and, in southeast Aurora, engineered grading.

## What to know in Aurora.

The rules in short. We measure and check the ground at a free visit, then draw a layout that fits.

- ### The shape of the yard

Show us the access route and what you want to keep or add. A pet area by the door can stay separate from the lawn or green, with room for cleanup and walking.

See the rule on the shape of the yard

Plan around what you use every day.

Older Aurora lots may have an alley or established garden to work around; a newer subdivision yard may be starting with a fence and an open space. Show us the actual access route and what you want to keep or add.

A pet area by the door can be separate from a putting green or main lawn. Discuss sunlight, cleanup access and walking space along with the finished appearance.

- ### Your budget

Ask for removal, access, prep and edges to be itemized rather than one unexplained rate per square foot. Confirm any rebate eligibility yourself, and check city and association rules before you install.

See the rule on your budget

Compare the whole change, including ongoing care.

Removal, access, preparation, edges and the selected turf all affect the installation price. Ask for those items to be clear in the quote rather than comparing an unexplained rate per square foot.

Confirm your water provider and any landscape-program eligibility directly before using a rebate or water saving in your budget. Check applicable City and association requirements for the intended use; turf’s lack of a growing-in period does not establish permission to install it.

- ### Stage 1 in Aurora

Aurora's Stage 1 rules ban new bluegrass and fescue and limit lawns to two watering days, with fines up to $500. The city expects getting back to normal to take several winters.

See the rule on stage 1 in aurora

No new bluegrass, two watering days, real fines.

Aurora declared a Stage 1 water shortage in April 2026, with City Council approving the measures on 7 April ([CBS News Colorado](https://www.cbsnews.com/colorado/news/aurora-city-council-stage-1-drought-water-conservation-measures-outdoor-watering-2-days-week/)). While it lasts, new plantings of Kentucky bluegrass and fescue are banned, lawns get two watering days a week, and during the 10-to-6 daytime window only vegetable and flower gardens may be watered, by hand (Aurora Water).

Even-numbered homes water Sunday and Thursday, odd-numbered homes Wednesday and Saturday, and apartments, HOAs and businesses Tuesday and Friday (City of Aurora). After a warning, fines run $125, then $250, then $500 for the fourth violation and every one after, with water service interrupted as a last resort.

When the city declared Stage 1, its reservoirs were about half full. The city wants a 20% cut in total use and says getting back to normal will likely take several winters, in a place that sees under 15 inches of precipitation a year. A lawn of artificial turf needs none of that water, now or after the rules lift.

- ### City hall

Ask Aurora Planning in writing which standards, footprint and approvals apply to your address before choosing a product. Aurora's rebate program requires living plants and excludes artificial turf entirely.

See the rule on city hall

Confirm the current turf rules for your yard.

If the project includes sprinkler changes, ask Aurora Water which permit and inspection steps apply. The City’s Lawn & Irrigation Permit covers sod, seed and sprinkler installation or replacement; confirm what is required for your turf replacement and any related irrigation work before scheduling removal (City of Aurora).

Ask Aurora Planning through Access Aurora, choosing Planning and Zoning, which current standards apply to your address and proposed use. Include whether the turf is in a front, side or rear yard, whether the work is part of a new development or a replacement lawn, and whether an association or Title 32 district reviews the property. Request the allowed footprint, any remaining planting requirements and the required approvals in writing before choosing a product.

Aetna Estates is an 84-acre unincorporated pocket of Arapahoe County that Aurora surrounds on every side without taking it in ([Wikipedia](https://en.wikipedia.org/wiki/Aetna_Estates,_Colorado)). Because it sits outside the city line, Aurora Planning and the UDO turf standards above don't reach it; ask Arapahoe County instead which landscape rules and approvals apply to your address. Confirm which utility bills your water there before assuming Aurora Water's Stage 1 schedule applies.

Aurora Water's Grass Replacement Incentive Program pays $3.00 per square foot for a water-wise landscape and $0.50 for low-water grasses. Its 2026 manual requires living plants on 50% or more of the new landscape and lists artificial turf as prohibited, so turf earns nothing there (Aurora Water). The city does offer free water-wise landscape design to every customer (City of Aurora), worth using if you want planted beds around the turf.

- ### Site preparation

Bring any soils report and point out settled paving or water near the house. On sloping southeast Aurora lots, show us the drainage route and grading plan before we plan the edges.

See the rule on site preparation

Bring the grading plan and soils report.

Bring any soils report for the property and point out settled paving, soft ground or water collecting near the house. Ask what the proposed base preparation addresses, what further assessment may be needed and how any unresolved conditions will be handled in the quote. A turf replacement should not be priced as a remedy for a foundation or soil problem that has not been assessed.

South-east Aurora has sloping lots around Piney Creek and Senac Creek, including newer properties with engineered grading. Show the existing drainage route and any approved grading plan before deciding where the green or lawn will sit. Ask how the selected product is installed on your slope, which edges need support and how the proposed work fits the property’s drainage requirements.

FAQ

## Turf questions in Aurora.

### Who installs artificial turf in Aurora, CO?

We install artificial turf, putting greens and pet turf in Aurora, CO. Under the city's Stage 1 water shortage, new Kentucky bluegrass and fescue plantings are banned and lawns get two watering days a week, with fines up to $500. Aurora Water's rebate program excludes artificial turf; what you gain is a lawn that needs no water at all. Call 303-349-2368 for a free estimate.

### Can I plant a new grass lawn in Aurora during Stage 1?

Not with Kentucky bluegrass or fescue, which are banned as new plantings while Stage 1 lasts (Aurora Water). If you're planning a drought-resistant grass instead, Aurora asks you to contact its conservation inspectors before you apply for the Lawn & Irrigation Permit. Artificial turf isn't a planting at all.

### Does an Aurora HOA get a say over backyard turf?

A say, but not a veto, on a detached home: Colorado law gives the HOA no power to ban nonvegetative turf from your back yard (SB23-178). The front yard, and any attached home, is a different matter, so ask for the board's decision in writing.

### Can our HOA or business put turf on common areas and medians?

Not for looks alone. From 1 January 2026, Colorado bars local governments from letting non-functional turf into new commercial or institutional landscapes, HOA common areas, medians and parking lots (SB24-005 and its 2025 amendment, HB25-1113). Athletic fields are the exception.

### Is Aurora Water my provider?

Most Aurora homes are on Aurora Water, whose Stage 1 rules are above. Some homes in south-east Aurora are served by East Cherry Creek Valley Water and Sanitation District instead, and Aetna Estates — the unincorporated Arapahoe County pocket that Aurora surrounds without taking in ([Wikipedia](https://en.wikipedia.org/wiki/Aetna_Estates,_Colorado)) — isn't confirmed as an Aurora Water customer either. Check the name on your own bill before you plan around a watering schedule ([ECCV](https://www.eccv.org/)).

### Does Aurora's code allow artificial turf in a back yard?

Confirm the proposed use with Aurora Planning before finalizing the layout. Provide your address and say whether you want a lawn, pet area or putting green, then ask which landscape standards, permits and reviews apply (City of Aurora). Keep the written response with the layout and product details so the estimate can cover the required work.
