# Is artificial turf wheelchair accessible?

## Is artificial turf wheelchair accessible?

It can be, but not by default. The ADA Standards don't name artificial turf. They require accessible ground surfaces to be firm, stable and slip resistant, and in a public play area the surface must pass ASTM F1951, a test of the effort needed to push a wheelchair across it. Ask for results for the whole system as installed, keep steps at edges and seams small, and inspect it regularly.

## Firm, stable and slip resistant

The federal rule for an accessible route doesn’t list approved materials. It describes how the ground has to behave. Under [section 302.1 of the 2010 ADA Standards](https://www.access-board.gov/ada/), floor and ground surfaces “shall be stable, firm, and slip resistant.” The Standards’ advisory note explains each word:

-   **Firm:** the surface resists deformation, from indentations or from particles moving on it.
-   **Stable:** once a force or contaminant is removed, the surface returns to its original condition.
-   **Slip resistant:** it gives enough grip for safe walking.

Artificial turf isn’t named in those rules. The [Access Board’s guide to floor and ground surfaces](https://www.access-board.gov/ada/guides/chapter-3-floor-and-ground-surfaces/) says hardened materials such as concrete, asphalt, tile and wood are firm and stable enough. It says loose material like gravel won’t perform unless it’s stabilized by binders, compaction or other treatments.

Turf sits somewhere between the two. Whether it works depends on the system under the blades and how it was built.

## The nearest written rule is for carpet

Turf is not carpet under the Standards. Still, the carpet rule in section 302.2 is the closest yardstick there is. Carpet on an accessible route must:

-   be securely attached, with a firm cushion, pad or backing, or none at all;
-   have a pile height of 1/2 inch maximum;
-   have exposed edges fastened down, with trim along their entire length.

The advisory note gives the reason. Carpets and mats can significantly increase the force needed to push a wheelchair. A lower pile is easier to maneuver on, and the note prefers no pad at all, “because the soft padding increases roll resistance.”

The same physics applies to turf that has to carry wheelchairs. A deeper pile or a softer pad asks more of the person pushing. Treat that as a design direction, not a legal test. Which rule governs your site is for your architect or building department to confirm.

## Edges, seams and small steps

Where turf stops or joins is where trouble tends to start. On an accessible route, section 303 of the Standards limits changes in level:

-   **1/4 inch or less** can be a straight vertical edge.
-   **Between 1/4 and 1/2 inch** must be beveled, no steeper than 1:2.
-   **More than 1/2 inch** must be built as a ramp or curb ramp.

Gaps count too. Section 302.3 bars openings that would let a sphere more than 1/2 inch across pass through. The Access Board’s guide explains that wheelchair casters can get wedged in them.

Seams are the weak point on turf systems. In a study of playground surfaces funded by the Access Board, the [National Center on Accessibility at Indiana University](https://www.access-board.gov/ada/guides/chapter-10-play-surfaces/) found seam separation among the most common problems with hybrid systems, a group that included artificial grass. The separations opened gaps and steps greater than 1/2 inch.

## In a public play area, the surface has to pass a test

Play areas have their own rule. Section 1008.2.6 of the Standards requires ground surfaces on accessible routes, clear ground spaces and turning spaces to comply with ASTM F1951. They must also be “inspected and maintained regularly and frequently” so they keep complying.

The [Access Board’s play area guide](https://www.access-board.gov/ada/guides/chapter-10-play-areas/) describes the test. It measures the work a person must exert to push a wheelchair across the surface, both straight ahead and turning. To pass, that effort must be less than pushing the same chair up a 1:14 ramp. The Standards cite the 1999 edition. [ASTM’s current edition, F1951-21](https://store.astm.org/f1951-21.html), applies to “all types of materials” that can serve as the accessible route through a play area.

Three things follow for turf:

-   **Ask for the result, not the category.** The play area guide says one product meeting F1951 “does not necessarily mean” similar products will.
-   **Test the system as it will be built.** The surfacing guide tells buyers to ask for the baseline, straight and turning results, plus a description of how the lab sample was prepared, consistent with the installation instructions. For turf, that means the same turf, pad and infill.
-   **Under equipment, pass two tests.** Surfaces in a use zone must also meet ASTM F1292 for impact attenuation. The study found that a surface that was easier to roll across did not necessarily meet the impact standard.

The route has its own limits. At ground level it must be at least 60 inches wide, or 44 inches in some play areas under 1,000 square feet. Its slope can be no steeper than 1:16. ## What the research found over time

The Access Board-funded study followed playground surfaces from 2008 to 2012. Its findings for the hybrid group were mixed:

-   **The first year went well.** Within 12 months of installation, all three hybrid systems showed minimal deficiencies, comparable to poured-in-place rubber.
-   **Problems came later.** Excess slope, changes in level and openings began to appear 24 to 36 months after installation, for poured rubber, tiles and hybrids alike.
-   **Static built up.** Static electricity collected seasonally on the artificial grass system. The guide says the turf layer may need an anti-static solution.
-   **The base could shift.** Loose fill moving in a hybrid’s base layer may affect running and cross slopes.

Across the whole sample, some surfaces had not been installed to the manufacturer’s instructions, or to match the lab test sample.

The lab test has a limit of its own. F1951 is run on a sample bed and “cannot be easily replicated in the field.” The researchers measured firmness and stability on site with a portable instrument called a Rotational Penetrometer. A passing lab result is where accessibility starts. It doesn’t show the surface still performs years later.

## Sports fields: the route counts, the pitch doesn’t

The playing surface itself is exempt. The Standards say areas of sport activity “shall not be required to comply” with the surface rules in 302 or the change-in-level rules in 303.

The route to the field is not exempt. The advisory to section 206.2.2 says an accessible route must connect to the boundary of each area of sport activity. It names soccer fields, baseball fields and running tracks as examples. Where there are several fields, each one needs its own route.

## At home

The 2010 Standards set minimum requirements for newly built or altered state and local government facilities, public accommodations and commercial facilities. A private back yard isn’t on that list. For shared HOA amenities, ask your architect, your building department or an attorney whether the Standards apply.

If someone in your home uses a wheelchair, the public numbers still make a sound target. The Access Board’s floor and ground guide says concrete, asphalt and other paved surfaces are “more reliably compliant.” A practical layout puts the everyday route, from the door to the gate, the car or the patio, on paving. The turf then runs flush alongside it.

## Before you choose turf for an accessible space

1.  **Confirm which rules apply** with your architect or building department.
2.  **Ask for ASTM F1951 results** for the exact turf, pad and infill, including how the sample was prepared.
3.  **Under play equipment, ask for ASTM F1292 results** for that same system.
4.  **Mark the route** on the layout: its width, its slope and every place it meets another surface.
5.  **Check each edge and seam** for steps over 1/4 inch and gaps over 1/2 inch.
6.  **Get written maintenance instructions,** and set a regular inspection schedule.

## Common questions

### Does turf have to meet the ADA carpet rule?

The Standards don't call turf carpet, so that rule isn't written for it. It is still a useful yardstick. The [2010 ADA Standards](https://www.access-board.gov/ada/) cap carpet pile at 1/2 inch, require trim along exposed edges, and note that soft padding increases roll resistance. Where accessibility is required, ask your architect or building department which rule they apply.

### Is turf over a shock pad accessible under play equipment?

Only if the combined system passes two tests. Play area routes must meet ASTM F1951, and surfaces in a use zone must also meet ASTM F1292 for impact attenuation. The [Access Board's surfacing guide](https://www.access-board.gov/ada/guides/chapter-10-play-surfaces/) reports that a surface that was easier to roll across did not necessarily meet the impact standard. Ask for both results for the same turf, pad and infill.

### Does a turf sports field have to be wheelchair accessible?

The playing surface is exempt. The [ADA Standards](https://www.access-board.gov/ada/) say areas of sport activity don't have to comply with the surface or change-in-level rules. The route to the field still counts: an accessible route must connect to the boundary of each field or court.

### Do the ADA Standards apply to my back yard?
