## Do you need a permit for artificial turf?

The answer depends on the address and the complete work. A turf material rule or an exemption from one permit does not settle every grading, drainage, irrigation or inspection requirement. Give the responsible local office the layout and scope before work begins, and keep its response with the estimate.

## Most back yards need no state permit

A turf-specific state standard does not settle the permits or reviews that may apply to the complete project.

-   **Florida.** The state wrote a turf standard in 2026, but [Florida DEP](https://floridadep.gov/sites/default/files/SyntheticTurfFAQ%20final.pdf) “does not issue permits or require authorization for the installation of synthetic turf,” and it isn’t inspecting or enforcing the rule.
-   **Colorado.** The state’s turf law reaches commercial, institutional and industrial property, HOA common areas and apartment buildings of more than twelve units (SB24-005, HB25-1113). A single-family yard sits outside it.
-   **South Carolina.** For a property in unincorporated Horry County, ask the county which requirements apply to the full construction scope (county permitting guidance). Turf area alone does not establish a permit exemption or settle drainage and related construction approvals.

So the real answer sits with your city or county. Most say nothing about turf. A few say a lot.

## Where a city does step in

### Atlantic Beach, Florida: a written spec and an inspection

Atlantic Beach has the most detailed rules we’ve found in our three markets. Its turf guidelines require:

-   turf certified to ASTM permeability standards, draining at least **100 inches per hour**;
-   a base at least **4 inches deep**: 2 inches of #57 stone under 2 inches of #89 stone, or clean crushed rock with little or no fines;
-   **no** paver sand, crushed fines, stone screenings or decomposed granite with fines;
-   light compaction only, and no turf in the city right-of-way;
-   tree protection: stay 18 to 24 inches from a trunk, with a base no deeper than 3 inches under the canopy;
-   product specs, permeability test data, a cross-section drawing and a site plan for the city to check.

Then the key step: “The aggregate subbase must be inspected and approved before turf installation,” with the base left open until it passes. Turf has to let water through both the surface and the base to count as permeable for lot coverage.

### Thornton, Colorado: a permit if you want the rebate

Thornton pays up to $2 per square foot, with a lifetime cap of $2,000 per home. To qualify you need a Minor Development Permit before installation, backing that drains at least 2 inches per hour, at least 3 inches of compacted aggregate underneath, and no more than 25 percent turf in front and open side yards ([Thornton Water](https://www.thorntonwater.com/wp-content/uploads/2026/02/2026-residential_artificial_turf_info__rules-1.pdf)).

### Aurora, Colorado: the sprinkler question

Aurora Water requires a lawn and irrigation permit for new sod or seed and for sprinkler work (City of Aurora). The page says nothing about artificial turf. During the current water shortage, “No new cool-weather turf can be installed” (Aurora Water). If your turf job removes or reworks a sprinkler system, ask Aurora Water whether that part needs a permit.

## Lot coverage: the permit question in disguise

Many lots cap how much ground can be covered by hard surfaces. Whether turf counts against that cap is often the real question at the permit desk.

-   **Horry County** doesn’t name turf. Its definition of impervious surface does list “compacted gravel and soil surfaces” and “other fabric or plastic coverings” ([Sec. 17.7-16](https://library.municode.com/sc/horry_county/codes/code_of_ordinances?nodeId=COOR_CH17.7STMA_ARTIISTUTFE_S17.7-16DE)).
-   **North Myrtle Beach** counts a surface as pervious only if it drains at least 2 inches per hour, is installed to the manufacturer’s specification, passes inspection and is maintained. Otherwise it’s impervious, “regardless of material type or labeling” ([Sec. 23-129.4](https://library.municode.com/sc/north_myrtle_beach/codes/code_of_ordinances?nodeId=COOR_CH23ZO_ARTVIIGESURE_S23-129.4STPESUIMSUSIMIDURENOSUSIECDEPLRE)).
-   **Atlantic Beach** requires on-site stormwater storage once a lot passes 35 percent impervious coverage ([city code](https://library.municode.com/fl/atlantic_beach/codes/code_of_ordinances?nodeId=PTIICOOR_CH24LADERE_ARTIILADE_S24-17DE)). That’s one reason its turf spec is written the way it is.

## Commercial and HOA property is a different question

Everything above is about single-family yards. Other property runs under other rules:

-   **Colorado:** since 1 January 2026, local governments must not install or allow nonfunctional artificial turf in new or redeveloped landscapes on commercial, institutional and industrial property or HOA common areas. Playgrounds and sports fields count as functional, and turf installed before 2026 is grandfathered (SB24-005).
-   **Florida:** the state’s 2026 standard, and the protection from local bans that comes with it, covers only single-family lots of an acre or less. Condominiums, duplexes, parks, athletic fields and commercial property sit outside it ([Florida DEP](https://floridadep.gov/sites/default/files/SyntheticTurfFAQ%20final.pdf)).
-   **Horry County:** the stormwater charge on property other than single-family homes is scaled by how much of the parcel is impervious ([Sec. 17.7-17](https://library.municode.com/sc/horry_county/codes/code_of_ordinances?nodeId=COOR_CH17.7STMA_ARTIISTUTFE_S17.7-17STSECHRA)), so how turf is classified can show up on the bill.

## A building permit is a separate question

If your Florida town treats turf as work that needs a building permit, a 2026 state law helps. Local governments that issue building permits must exempt work valued under $7,500 on a single-family home. The exemption doesn’t apply on property in a flood hazard area (ch. 2026-63). Check your flood zone before you count on it.

## Your HOA is a separate yes

## What to ask before work starts

Call or email your city or county planning or permit office and ask:

1.  **Does artificial turf need a permit or an inspection at this address?**
2.  **Does turf count against my lot coverage,** and what paperwork shows it drains?
3.  **Is the lot in a flood hazard area?** (Florida)
4.  **Does removing or changing sprinklers need its own permit?**
5.  **If there’s a rebate, what has to happen before installation?**

## Common questions

### Does Florida's new turf rule mean I need a state permit?

No. [Florida DEP](https://floridadep.gov/sites/default/files/SyntheticTurfFAQ%20final.pdf) says it doesn't issue permits or require authorization for synthetic turf, and it isn't inspecting or enforcing the rule. The rule is a standard, not a permit. Turf that meets it is what state law protects from a local ban, and your city or county can still have a process of its own.

### Do I need a permit for turf in Horry County?

Ask the county about the actual excavation, grading and drainage scope. Do not infer an exemption from the yard’s size alone. Horry County permitting guidance can help frame the questions. Inside city limits, ask the city. North Myrtle Beach, for one, only counts a surface as pervious if it passes inspection.

### Do I need a permit in the Denver metro?

Colorado's turf law doesn't cover single-family yards, so it comes down to your city. Thornton requires a Minor Development Permit before installation if you want its rebate. Aurora Water requires a permit for new sod, seed and sprinkler work, and its permit page doesn't mention artificial turf, so ask Aurora Water if your job changes a sprinkler system.

### What does Atlantic Beach require?

A written standard and an inspection. The city's guidelines ask for turf certified to drain at least 100 inches per hour, a 4-inch base of #57 stone under #89 stone, no paver sand or fines, and a base inspection before the turf goes down.
