## Can you put artificial turf on a balcony or roof?

Often, yes, but get two answers before you order anything. A structural engineer should confirm the balcony or roof can carry the turf and everything under it, soaked and dry, on top of the people using it. In a condo, the association usually decides, because a balcony or roof is usually part of the shared building. Then ask your building department whether the work needs a permit.

## Two answers come before the turf

Turf can go on a balcony or a roof deck. Whether it should go on yours depends on two answers you get before anything is ordered:

-   **Can the structure carry it?** That’s a question for a structural engineer, working from your building’s drawings.
-   **Who has to approve it?** In a condo, that’s usually the association, because a balcony or roof is part of the shared property.

Your building department answers a third question: whether the work needs a permit. What follows is a summary of the code and the statutes, not legal or engineering advice.

## What a balcony or roof is built to carry

Building codes count two kinds of weight. Dead loads “shall be considered to be permanent loads,” and design uses the actual weights of the materials ([2021 International Building Code](https://up.codes/viewer/colorado/ibc-2021/chapter/16/structural-design), Sections 1606.1 and 1606.2). Live loads are set by how the space is used.

Turf, its infill and any pad under it stay in place. That makes them new permanent weight, added to whatever the balcony was designed to hold for the people on it.

The live loads come from Table 1607.1 of the same code:

-   **Balconies and decks:** “1.5 times the live load for the area served, not required to exceed 100” pounds per square foot. The private rooms of an apartment are listed at 40, so a balcony serving them works out to 60.
-   **Ordinary flat roofs that are not occupiable:** 20 pounds per square foot.
-   **Roofs people use:** the same as the occupancy they serve, or 100 where the roof is used for assembly.

For houses, the [2021 International Residential Code](https://up.codes/viewer/colorado/irc-2021/chapter/3/building-planning) lists exterior balconies and decks at 40 pounds per square foot (Table R301.5).

That gap matters most on a roof. A roof designed for 20 pounds per square foot, and never meant to be occupied, is not the same structure as a roof deck. Turning one into the other is an engineering change, not a flooring choice.

To find your building’s numbers, start with the drawings. The IBC requires the roof live load used in the design to be shown on the construction documents (Section 1603.1.2). Ask the association or the building department for a copy.

## Count the weight wet

The code has a rule for roof gardens. On vegetative and landscaped roofs, the weight of landscaping and hardscaping is dead load, and it “shall be computed considering both fully saturated soil and drainage layer materials and fully dry” materials to find the worst case (Section 1606.5).

Artificial turf isn’t soil, and that section is written for planted roofs. The question it asks still fits. Sand infill, a pad or a drainage mat can hold water after a storm. Ask your engineer to check the whole build-up soaked, not only as it arrives.

## Keep the water moving

A balcony or flat roof sheds water through its slope and its drains. The IBC requires each portion of a roof to be “designed to sustain the load of rainwater” (Section 1611.1). It also warns that roofs without enough slope or camber “shall be investigated for ponding” (Table 1604.3, note e).

-   **Nothing covers a drain or scupper.**
-   **Infill can’t wash into the drains.**
-   **The finished surface keeps the slope** the roof or balcony already has.

## In a condo, the balcony belongs to the building

Who approves turf depends on your declaration and on your state’s condominium law. Here is the short version for our three areas.

**Colorado.** Under C.R.S. 38-33.3-202, except as the declaration provides, balconies, patios and porches that serve a single unit but sit outside its boundaries “are limited common elements allocated exclusively to that unit.” You get the use of the balcony. It is still part of the common elements.

**Florida.** [Fla. Stat. 718.113](https://www.flsenate.gov/Laws/Statutes/2025/718.113), in the 2025 statutes, makes three points that matter here:

-   The association maintains the common elements, except limited common elements the declaration assigns to you to maintain.
-   A material alteration or substantial addition to the common elements follows the declaration’s procedure. If the declaration is silent, “75 percent of the total voting interests” must approve before work starts.
-   You may not do anything that “would adversely affect the safety or soundness of the common elements.”

Whether turf on a balcony is a material alteration is for the association to answer from its documents. If you disagree, take it to a Florida condominium attorney.

**South Carolina.** Under the [Horizontal Property Act](https://www.scstatehouse.gov/code/t27c031.php), general common elements include “roofs” and “flat roofs,” except as otherwise provided (Section 27-31-20). The master deed describes any limited common elements (Section 27-31-100). Everyone who owns a unit there must “comply strictly” with the bylaws, the rules and the covenants in the master deed (Section 27-31-170).

In Brunswick County, North Carolina, start the same way: read the declaration, then ask the association.

## What to send the association

A written request gets a written answer. Include:

1.  **The layout,** with measurements and the drain locations marked.
2.  **The product sheet** for the turf, the infill and any pad.
3.  **How the edges are held down,** and whether anything fastens through the waterproofing.
4.  **The engineer’s letter** on the load, wet and dry.
5.  **Who maintains the turf,** and who lifts it if the roof or its waterproofing needs work.

## Before you order turf for a balcony or roof

1.  **Find the design loads** on the building’s structural drawings.
2.  **Have a structural engineer check** the turf, infill and pad, soaked and dry.
3.  **Read the declaration or master deed** to see who controls the balcony or roof.
4.  **Send the association a written request,** and get its answer in writing.
5.  **Ask the building department** whether the work needs a permit.
6.  **Confirm the drains stay open** and the slope stays the same.

## Common questions

### How does the building code count the weight of a roof garden?

As permanent weight. The [2021 International Building Code](https://up.codes/viewer/colorado/ibc-2021/chapter/16/structural-design) treats landscaping and hardscaping on vegetative and landscaped roofs as dead load, figured with the soil and drainage layers both fully saturated and fully dry, whichever is worse (Section 1606.5). That section is written for planted roofs, but ask your engineer to check turf, infill and any pad the same way.

### How much weight is a balcony designed to hold?

It depends on the building. Under Table 1607.1 of the 2021 IBC, a balcony is designed for 1.5 times the live load of the area it serves, up to 100 pounds per square foot. The [2021 International Residential Code](https://up.codes/viewer/colorado/irc-2021/chapter/3/building-planning) lists exterior balconies and decks on houses at 40. The weight of the turf itself is counted separately, as dead load. Your engineer works from your building's own drawings.

### Is turf on my Florida condo balcony a material alteration?

That is a question for your association's documents, not a general rule. Under [Fla. Stat. 718.113(2)(a)](https://www.flsenate.gov/Laws/Statutes/2025/718.113), material alterations to the common elements follow the procedure in the declaration, and if it is silent, 75 percent of the total voting interests must approve before work starts. Ask the board for its answer in writing. If you disagree with it, that is a question for a Florida condominium attorney.
